This notice announces a request for proposal for logistics civil augmentation program (LOGCAP V) logistical support services worldwide. The U.S. Army Contracting Command-Rock Island will issue the RFP on November 6, 2017 on behalf of the Army Sustainment Command.
The RFP seeks proposals for global logistics and sustainment support services aligned with six geographical combatant commands and subordinate army service component commands. Required services include setting the theater, supply operations, transportation, engineering, base camp services, and other support. The government intends to award a minimum of four and up to six indefinite delivery, indefinite quantity contracts for an initial five-year period plus options. A setting the theater requirement will be awarded as a task order for each combatant command concurrent with the basic IDIQ contracts. Estimated value is $82 billion over ten years. Proposals are due in accordance with the RFP. The agency will evaluate proposals using best value tradeoff criteria.

40 PWS and Workload Attachment 0006, PWS 06.01.01 and 06.01.02 Ref: Attachment 0006, Roi Namur contains two tactical vehicles and 40 fault repair actions. Please clarify if this is a frequency Workload Descriptor (monthly, annually, etc.) that would apply to 40 repair actions taking place for two vehicles. A second example is the 117 ECUs listed under 06.01.01 Preventive Maintenance for Roi Namur, and an identical number of 117 without a workload description.
Question: It appears this Workload Descriptor is based on equipment density, however we ask the Government to clarify if this is the case. Public WBS 06.01.01 is revised to add workload descriptor equipment density.
WBS 06.01.02 is revised to add workload descriptor monthly. Workload data is also revised for all sites.
41 Workload Descriptors for Preventive Maintenance and Fault Repair Attachment 002, PWS 06.01.02 Ref: Attachment 0002, KUW001 contains 2,500 tactical vehicles requiring preventive maintenance under PWS 06.01.01 but the workload data for PWS 06.01.02, Fault Repair has an input of 18 without a Workload Descriptor. This appears to be understated, whether based on density or frequency.
