STATEMENT OF WORK

FOR THE

ON-SHIP REFURBISHMENT PROGRAM (OSRP)

1. PURPOSE

The Contractor shall provide Life-Cycle maintenance support for the Rolling Airframe

Missile (RAM) On-Ship Refurbishment Program (OSRP) on a level of effort basis. OSRP tasking applies to the Guided Missile Launcher (GML), Unit 4, and LSMU of the RAM Guided Missile Launching System (GMLS) and the accessible areas of the Launcher Foundation. All other GMLS associated units are not included in the scope of OSRP.

2. SCOPE

This Statement of Work (SOW)sets the specific tasks required for the coating maintenance of the RAM Guided Missile Launcher (GML, Unit 4 of the Guided Missile Launcher System GMLS) and the RAM GML Barbette. This SOW specifies the procedures for the coating of the GML and the RAM GML Barbette in accordance with the production procedure/requirements of the WS 33226D. These efforts require the Contractor to secure, disassemble, clean, sand, prime bare metal, and overcoat the Launcher, LSMU and foundation.

3. REFERENCE DOCUMENTS

3.1 WS 33226D Process Specification coating, organic, weapon systems, control of.

3.2 The Society for Protective Coating – Surface Preparation Specification:

3.2.1 SSPC-SP1 Solvent Cleaning:

Remove all visible oil, grease, soil, drawing and cutting compounds, and other soluble contaminants from steel surfaces with solvent, vapor, cleaning compound, alkali, emulsifying agent, or steam.

3.2.2 SSPC-SP2 Hand Tool Cleaning (ISO 8501-1, St2 or St3):

Removal of all rust scale, mill scale, loose rust and loose paint to the degree specified by hand wire brushing, hand sanding, hand scraping, hand chipping or other hand impact tools or by a combination of these methods. The substrate should have faint metallic sheen and also be free of oil, grease, dust, soil, salts and other contaminates.

3.2.3 SSPC-S10/ NACE2 Near-White Blast Cleaning (ISO 8501-1, Sa 2 1/2):

When viewed without magnification, the surface shall be free of all visible oil, grease, dust, dirt, mill scale, rust, coating, oxides, corrosion products and other foreign matter of at least 95% of each unit area. Staining shall be limited to no more than 5 percent of each unit area, and my consist of light shadows, slight streaks, or minor discolorations caused by stains of rust, stains of mill scale, or stains of previously applied coatings. Unit area shall be approximately 3 in. x 3 in. (9 sq. in.).

Caution:

Blasted surface metal must be degreased following walnut shell blasting. Even traces of residual oil will degrade paint adhesion. Appropriate safety precautions for working with flammable solvents must be enforced. Alternate procedure is a vigorous soap and water wash followed by pressurized fresh water rinse. Do not use a detergent and fresh water wash-down when using aluminum oxide as an abrasive blast medium.

3.2.4 SSPC-S11 Power Tool Cleaning to bare metal:

When viewed without magnification, the surface shall be free of all visible oil, grease, dirt, dust, mill scale, rust, paint, oxides, corrosion products, and other foreign matter.

Slight residues of rust and paint may be left in the lower portion of pits if the original surface is pitted. The surface profile shall not be less than 1 mil (25 microns).

5. GENERAL REQUIREMENTS

5.1 Must be able to attain base and ship access for personnel, subcontractors and equipment to accomplish work.

5.2 Secure RAM Launchers for preservation via ship WAF (Work Authorization Form) system.

5.3 Must have experience in refurbishment of ship board weapon systems.

6. RAM GML BARBETTE

The coating maintenance for the RAM GML Barbette shall be performing according to the following tasks in section i. or ii. depending on the base material used to fabricate the barbette.

6.1 GML Barbettes fabricated from Aluminum:

Perform all tasks IAW Section 10.4 Aluminum Areas without non-slip.

6.2 GML Barbettes fabricated from Steel:

Perform all tasks IAW Section 10.5 Steel Areas without non-slip

7. GML CONDITIONS:

The In-Service GML provides different status of coatings. For that case the procedure of the GML coating is depended by the condition of the coating and from the type of painting (Type II, Type III, Type V, and Type VI). US systems will only use Type V and Type VI. As follow you will see an overview of the different steps in the different conditions.

7.1 Inspection and general preparation

7.1.1 Documentary check:

Check for the current coating Existing RAM Launcher coating system on each substrate (fiberglass, aluminum, non-slip areas and steel) to confirm the best possible corrective surface preparation and coating system for the launcher.

7.1.2 Visual check:

Check the conditions of the current coating existing RAM Launcher coating system on each substrate (fiberglass, aluminum, non-slip areas and steel) to confirm the best possible corrective surface preparation and coating system for the launcher. Factors to take into consideration are as follows.

7.1.2.1 Amount of coating failure:

7.1.2.1.1 Spot preservation is acceptable, if less than 30% of the coating failure is present on the launcher.

7.1.2.1.2 Full coating removal would be recommended if more than 30% coating failure is present on the launcher.

7.1.2.2 Location and severity of the corrosion:

7.1.2.2.1 Location: RAM Launchers are located on various parts of each class vessel which expose it to various types of conditions (excessive heat, wind, salt water, etc. …).

7.1.2.2.2 Assessing the severity of the existing corrosion (minor spot corrosion or severe corrosion).

7.1.2.3 Determine the proper coating system:

7.1.2.3.1 Since the new coating system (Polysiloxane) meeting MIL- PRF-24635E, Type V / VI, Class 2, Grade B can be applied directly over certain epoxy primer coats or existing Type II or III LSA Coatings, the above factors all play a role on applying a single coat of Polysiloxane or if an epoxy primer is necessary.

7.1.2.4 Determine the proper surface preparation for the coating system:

7.1.2.4.1 See following paragraphs.

Note:

Experience has shown that brushing and rolling application methods will not produce an adequate surface finish.

8. GENERAL ISSUES / GENERAL PREPARATIONS / PRELIMINARY

REQUIREMENTS

8.1 Containment

Erect scaffolding and containment around the RAM Launcher in order to protect from the weather and prevent overspray damage to surrounding areas. See Attachment A.

8.2 Facilities

Make sure that all the facilities are secure and safe for the preparation and coating procedure.

8.3 Environmental

Make sure that the environmental situation is optimized for the further steps. The dry time of the primers and coatings increases with lower temperature. A good primer and coating needs a good surface preparation and a clean surface. It is difficult or impossible to provide a clean surface in a dirty environment.

8.4 Non-Painting of all RAM/RCMS/PCMS material

Mask all areas of RAM/RCMS/PCMS material to ensure to be free of primer and paint/coat prior to performing preparation and painting operations. Ensure all areas of RAM/RCMS/PCMS are not damaged or removed and are not coated.

8.5 Safety

Accomplish safety precautions as specified in the 29 CFR 1915, Occupational Safety and Health Standards for Shipyard Employment, Subparts C and Z or other national/government safety regulations/Work Items or task order during surface preparation and the application or removal of marine paints. All hazards materials have to be used AW the manufacturer requirements.

9. MATERIALS, METHODS AND PROCESSES

Ensure thorough mixing of paints and primer pre manufacturer specifications. Also ensure proper cure times and overcoat times are adhered per manufacturer specifications. Unless otherwise specified, all materials, methods and processes shall conform to industry standard practices and the requirements specified on the applicable drawing or manufacturer specifications.
