W50S9G-20-Q-0004 Fall Protection Questions & Answers #2 21 Jan 20

1. I know you are requiring Silver Zinc finish, can we use “hot dipped” galvanized?

After reviewing differences I would say we need Hot Dipped Galvanized over silver zinc. Galvanized is for outdoor use.

2. The SOW refers to “temporary” guardrail. Does that imply that the guardrail will be installed and removed? Or is this meant to imply being non-penetrating, so it is not permanently affixed to the building structure?

Temporary as in not permanently affixed to building or structure. The roof hatches will be attached but should not penetrate the existing structure.

3. How tall are B304 and B308?

See attached drawing. To access the roof on all buildings, there are either ladders (from the inside or outside) or stairs. Contractor must provide own equipment to transport materials to roof.

4. What are the hatch dimensions?

B500 hatch – 32” x 36” B208 hatch – 8.5’ x 3’

5. Note: Drawings have been updated to include which roofs belong to which buildings and more accurate measurements.

Added 21 Jan 20:

6. How many feet of guardrail do you want for each side of the gates?

We would require a minimum of 6 ft on open sides but they can be longer.

7. One discrepancy I noticed in the drawings A 02 Building Roof is on BLDG 512. It will not be possible to put the roof access where it is marked as there is a HVAC unit mounted on the ground that would block access along with ducting on the roof obstructing access. The roof access point should be a ladder access point on the east side of building at the north end of the 80 ft section of railing but clear of the doorways. This will allow for unobstructed access any time of the year.

See updated drawing for B512. Changed it to the East side of the bldg..

8. Does the Air Refueling Wing adhere to Corp of Engineers EM-385 standards? We ask because those standards specify pipe railings to be Schedule 40 steel pipe. So then the question is whether the guardrail to be installed needs to be Schedule 40 steel pipe?

This standard does not applies to us, especially in light of this contract being a commodity type and not construction.

The Statement of Work was updated to delete SW-02 1) “UFC 3-110-04 “Roofing Maintenance and Repair”, EM 385-1-1 Safety and Health Requirements Manual” UFC 3-110-03 Para 1-8.6 and 5-2.10.4 specifies material composition for fall protection equipment and may be more applicable for this application.

1-8.6 Elimination, Prevention and Control of Fall Hazards. \2\Incorporate fall protection control measures in the design of roofs. Any part or component of the building, facility, structure or equipment requiring future maintenance work at roofs must incorporate in the design fall prevention \3\and control/3/ methods or techniques to eliminate fall hazards during occupancy and when performing maintenance work. \3\/3/The preferred order of control measures or the hierarchy of controls is to eliminate the need to work at heights (design out fall hazards), followed by prevention (installing guards) and protection and control of fall hazards by identifying, designing and installing anchorages (hard points) for safe use of \3\restraint or/3/ fall arrest equipment and systems. Select materials used in fall protection equipment for metal compatibility in order to minimize corrosion; type 316 stainless steel is recommended.

Elimination, prevention or control of fall hazards must comply with the provisions and requirements of American National Standards Institute, ANSI/ASSE Z359 Fall Protection Code, ANSI/ASSE A1264.1 Standard and DOL - 29 CFR Part 1910, Subpart D \3\and Subpart 1. /3/ For Navy projects, comply with the Department of the Navy Fall Protection Guide. /2/ 5-2.10.4 Fall Protection. \3\If maintenance work is required,/3/ roofs with a slope greater than 3:12 shall have permanently installed fall protection in accordance with Chapter 1. Select the fall protection equipment metal and fasteners to minimize corrosion.
