About this file

This document is a Questions and Answers (Q&A) file for solicitation W508SX25QA018, dated 8 Sep 2025, providing clarifications for an asphalt paving project. The project involves site preparation, grading, and installing a 10-inch total cross-section consisting of 6 inches of base course and 4 inches of Hot Mix Asphalt (HMA) in 2-inch lifts, compacted to 95% relative compaction. Key requirements include using recycled Class 2 aggregate base, saw-cut edges between old and new asphalt, and ensuring the asphalt topcoat does not exceed existing sidewalk or building metal trim heights.

Additional project details include a non-mandatory site visit, Davis-Bacon wage requirements, and background check prerequisites for crew members. The base bid covers loading, trucking, and disposing excavation spoils onsite within 600 yards, with an add-alternate option for off-site disposal. A staging area will be provided near Building 663, with asphalt truck deliveries permitted Monday-Friday from 0600-1800 through the Ellis Street Gate. Contractors will need base access badges, with primary personnel requiring background checks and the ability to escort subcontractors. No bid or performance bonds are required, but a payment bond or irrevocable letter of credit must be submitted within 10 days of contract award.

W508SX25QA018 - Questions and Answers 8 Sep 2025

Questions Responses

Grades and elevations, are there any new grades to meet? Or are we to match the finish paving along the building’s lines and sidewalks as well as the asphalt perimeter?

No specific grades or elevations to meet, as long as asphalt topcoat is not higher than existing sidewalks or metal trim on building. Water needs to run away from building. It is preferred that asphalt topcoat meets sidewalk elevations as much as possible.

Conforming at the asphalt edge, are there any special requirements, grinding or just feather the new to the existing?

SOW section 3.3.1 states work shall be completed IAW with trade’s best practices. Industry Best Management Practices (BMP) consider a saw cut edge standard for clean, high-quality connection between the old and new asphalt.

Are background checks required for crew members? Yes. See Statement of Work for specific requirements.

Is there a prevailing wage? The Davis-Bacon Act applies to this requirement. See wage determination attachment in Section J of the solicitation.

There are two manholes, are they to be adjusted to new pavement surface?

Yes, if necessary.

Is there new aggregate required base on this job? Virgin material is not required. Perform site preparation and grading, place and compact 6 inches of base course, place and compact 4 inches of HMA in 2-inch lifts. 95% relative compaction required.

Was the site visit mandatory? The site visit was non-mandatory to provide a quote or be considered for award.

Please clarify your position on whether excavation spoils may be dumped in the cantonment area alongside the rest of the project’s excavation spoils from the past projects. Our hope is that this approach will eliminate the need for additional soil testing for contaminants, while maintaining consistency with previously approved disposal practices.

Base bid to include loading/trucking and disposal onsite within 600 yards from construction site.

Include add-alternate cost for contractor off haul, all legally required analytical testing, manifesting and legal disposal of spoils.

How thick do you want the asphalt to be? Perform site preparation and grading, compact subgrade to UFC 3-260-02 requirements, place and compact 6 inches of base course, place and compact 4 inches of HMA in 2-inch lifts.

Please confirm the required asphalt mix design (aggregate size/type, binder grade, compaction requirements). The SOW specifies asphalt installation but does not cite a Caltrans, FAA, or equivalent standard.

½” Hot Mix asphalt design compacted to 95% relative compaction. 4” AC layer.

Refer to UFC 3-270-08 – Pavement Management, Table 6-3, NC-AC-4.

The SOW requires excavation to 6” below subgrade and installation of base rock and asphalt. Please clarify:

• Is the full 6” to be asphalt, No specific grades or elevations required in SOW, nor was 6” below subgrade excavation required. Asphalt topcoat is not to be higher than existing sidewalks or metal trim on building. Water needs to run away from

• Or is the intent to install a combination (e.g., 4” base rock + 2” asphalt)?

building. It is preferred that asphalt topcoat meets sidewalk elevations as much as possible. Total cross section is 10” with 6” of base course and 4” of compacted HMA applied in 2” lifts.

Please provide the required base rock gradation and compaction standard (e.g., Class 2 AB per Caltrans).

Recycled Class 2 aggregate base is acceptable.

Please refer to UFC 3-250-01 and 3-250-03 if necessary.

The SOW requires removal of excess dirt for disposal.

Will the Government designate an on-base disposal location, or must the contractor haul offsite to a permitted facility at our cost?

Base bid to include loading/trucking and disposal onsite within 600 yards from construction site.

Include add-alternate cost for contractor off haul, all legally required analytical testing, manifesting and legal disposal of spoils.

Please confirm whether the Government will provide independent testing (nuclear density, asphalt cores), or if the contractor is responsible for third-party QC testing.

Contractor responsible for proof and submission to government that 95% compaction has been achieved.

Will a staging/laydown area near Bldg. 663 be provided for equipment and materials? Are there daily parking restrictions or delivery hour restrictions for asphalt trucks?

Yes, staging area will be provided on base within 200 yards of the construction area. See attached map.

Delivery hours for asphalt trucks are M-F using Ellis Street Gate, 0600-1800. DO NOT USE 5th Ave Gate for construction entrance.

Please confirm whether all contractor personnel must obtain base access badges individually, or if escorted access is permitted.

Primary contracted personnel will be required to pass background checks and receive badged access.

Those badged contractor employees may then escort subcontractors who will need short period access as needed.

Are any bonds required for this job? And if so, which ones?

Bid bonds and performance bonds are not required.

The Contractor shall submit either a payment bond or an irrevocable letter of credit within 10 days of contract award. See clause 52.228-13 for details.
