W50S8Q-23-R-0005 Bldg 156 Epoxy Floor Questions & Answers:

Q1. Can the proposal for this bid be sent via email or do they need to be hard mailed? Could you please specify an address to send if email or hard mailed?

A. Proposals will be submitted to the 178 WG Contracting Office by email or hard copy mailed, as listed below. Either way, the proposal shall be labeled with the appropriate project information, as stated in the Solicitation: W50S8Q-23-R-0005; Bldg 156 Epoxy Floors;

Springfield ANGB; Project # WAAR232016 samantha.mckinney.1@us.af.mil

5319 Regula Ave. Bldg. 118 ATTN: Samantha McKinney/ Contracting Office Springfield, OH 45502

Q2. Please give what material the new thresholds are to be?

A. Rubber thresholds for carpet epoxy joints and metal at all other flooring epoxy joints.

Q3. Ceramic Carpet #400 has been phased out. Attached is the revised system guide for Deco Quartz. It is for all practical purposes the same thing. The grout and topcoat of 3745 has been modified it is now 3746. Can the SOW be updated to include this product as compliant?

A. If you feel it is an equal, it will be accepted through the submittal process.

Q4. This application is not being installed over new or bare concrete. If this was the case, we would steel shot blast the concrete to prep for new resinous finishes. (This is what the SW system guide calls for) However, there is existing VCT that needs to be removed prior to the epoxy application. Once the VCT is removed the VCT adhesive will most likely still be adhered to the slab. In this case we will use large planetary grinders to both remove the VCT adhesive and prep the slab to receive new resinous finishes. (SW will approve of this if needed). Is this method acceptable?

A. Any floor prep that is recommended shall meet manufactures specifications for new epoxy will be accepted.

Q5. Will there be an area inside, relatively close to the work area to stage material and set up a mix station? This is a monolithic or seamless application, so we can’t mix in the actual work area, and epoxy does not get along well with Hot, Cold, or Water if there is inclement weather over the (5 DAY) application process.

A. There will be a staging area provided to winning bidder.

Q6. Can you please confirm the requirements for the proposal package? It is not clear in the solicitation what documents are required. It appears that the Government wants a Firm Fixed

W50S8Q-23-R-0005 Bldg 156 Epoxy Floor Price and a Bid Bond. Do you also want Section K, Representations and Certification, and/or any other items that are traditionally required of an RFP versus an RFQ?

A. This solicitation states that you are invited to submit a proposal in response to this Request for Proposal (RFP). (Page 5 for further detail) This solicitation also requires you to provide a bid bond. (Page 1 & 7 for further detail)

Q7. Will the Government provide bathroom facilities or should the contractor consider this in their bid?

A. Contractors will be welcome to utilize bathroom facilities within Bldg 156.

Q8. Will the Government allow for the Contractor to invoice for materials upon their arrival to the job site?

A. Yes

Q9. Can you please provide images of the floor?

A. No. A site visit was held for this purpose. The flooring details can be found in the Statement of Work.
