About this file
This document contains a request for information and responses regarding a solicitation for a sealcoating and road maintenance project. The solicitation seeks maintenance of paved asphalt areas including crack sealing, surface sealing, and restriping of painted areas at Springfield Air National Guard Base in Ohio. The project magnitude is between $500,000 and $1,000,000 with a 180-day performance period. Responses provide additional site visit dates in September 2022, specifications for asphalt sealing and striping referencing Ohio DOT standards, and clarification that up to half the project area can be worked at a time with exceptions for main thoroughfares. Interested parties must register in SAM.gov and check the site periodically for amendments as it will be the sole method of distributing information. The North American Industry Classification code is 237310 and the size standard is $39.5 million in average annual revenue.

RFI’s W50S8Q-22-B-0006 Responses are Bold
1: It appears I have found this solicitation too late and have missed the 8/15/22 submission date for the original site visit and pre-bid conference.
Would there be a possibility to schedule a site visit to view the locations on Wednesday Sept 7th. I can email and register as of any new date that you may provide. I understand that this would be past the time necessary to ask any questions, unfortunately my current schedule dictates my availability.
If there are any other alternative dates for site visit, could you include those in your response just in case something would happen to open up in my schedule?
1 Response: See Amendment 1 to the solicitation posted at the same time these responses are posted to SAM.
Two additional visits have been scheduled.
2. 3. Detailed Description of Work covers 3.2 Crack Sealing and 3.3 Full Depth Replacements, however there are no specifications/descriptions of work for the Asphalt Sealing and Asphalt striping.
Could you provide any descriptions, specifications, and material requirements for those additional items?
2. Response: See SOW paragraph 3.2 and specifically, paragraph 3.2.2 “The CONTRACTOR shall seal asphalt cracks 1/8” or more in width with high quality asphalt crack sealer following mfg. specifications and instructions. Material shall also meet current Ohio DOT specifications.” Please refer specifically to ODOT item 423 CRACK SEALING, HOT APPLIED for asphalt sealing specifications.
SOW Paragraph 3.2.4, mistakenly refers to ODOT Item 424, and should reference ODOT Item 423 for crack sealing.
See SOW paragraph 3.2.5. In addition, please refer to ODOT Item 642 TRAFFIC PAINT for striping specifications. Please provide glass bead in all crosswalks. All parking will remain “Yellow”, and crosswalks will remain “White” with glass bead. Existing paint used is Sherwin Williams Hotline Waterborne Traffic Paint (TM2152 White and TM2153 Lead Free Yellow).
3. Can the government set aside another site visit for contractors to view the existing conditions? Based on the pictures in our opinion show some of those patches look like they could be over concrete.
3. Response: See RFI Response #1
4. The documents do not state when work to be done. Sealcoating is usually stopped in the Springfield area late October/early November. Paving stops in December. Paving starts up in April and Sealcoating starts up in May. Can we anticipate to do this project with the 90 day requirement starting in May or June 2023?
4. Response: Depending on when an award is made: the awardee may be required to start work this year and if the weather prevents completion this year; the contract can be put into dormancy and removed from dormancy in the spring to complete the job.
5. How much of each area we can take per day? Can the base give us 3000sq yds a day or 5000sq yds per day for example.
5. Response: The contractor can be given up to half the entire area at a time with the exception of a few main thorough fairs which cannot be completely closed down.
