MEMORANDUM FOR RECORD
SUBJECT: MINUTES OF PRE-PROPOSAL CONFERENCE AND SITE VISIT, SOLICITATION
W50S8D21Q0007, AIRCRAFT PARKING APRON CONCRETE REPAIRS
25 August 2021, 1000 - 1100
1. The list of contractors attending the meeting is shown on the attached sign-in sheet. The following
Government representatives attended the subject meeting:
Name Position Joseph Kugler Contracting Officer Michael Lynch Base Deputy Civil Engineer Patrick Rougeux Airfield Management
2. The following items were discussed during the Pre-Proposal Conference:
a. The acquisition process was explained and all were notified that the solicitation is being issued as a Request for Quote (RFQ) under FAR Part 13 Simplified Acquisition Procedures. Contract period is 75 days. This includes all work to include cleanup and punch list.
b. The solicitation is being issued as a total small business set-aside under the applicable NAICS code 237310, Highway, Street, and Bridge Construction.
c. Quotes are due by 03 September 2021 at 11:00 AM. Contractors were reminded to check the solicitation posting at beta.sam.gov Contracting Opportunities regularly for any changes throughout the solicitation phase.
d. An original bid bond will be required with the submission of the quote package. Payment and performance bonds will be required upon contract award.
3. Contractors were reminded that all questions must be submitted in writing via email to:
joseph.kugler.1@us.af.mil. All questions must be routed through the Contracting Office. All Contractor questions when answered will be posted to the beta.sam.gov Contracting Opportunities website. If a question arises that will result in a change to the plans or specifications, an official amendment will be issued. All correspondence, questions and answers, amendments etc. will be issued or posted through Contracting Opportunities. Contractors were notified that amendment 0001 will be forthcoming to incorporate an updated wage determination. This amendment and any others issued will need to be acknowledged.
4. 2Lt. then discussed details of the project. The work will consist of a full depth replacement of eight (8) concrete panels out on the aircraft parking apron. There are seven (7) panels along taxiway Juliet and one (1) that is within our restricted parking area where the C-17’s are parked. The work will consist of the removal of all concrete, ensure a stable subbase, and refill with concrete. We do have a configuration for dowels, which will be required along any existing panels. Compressive strength testing must be performed and the contractor shall submit 3 day, 7 day, and 28 day breaks to ensure proper compressive strength can be met. Prior coordination between the contractor and Airfield Management will be required at the start of the project to ensure access to the restricted area is made available to the contractor to complete all work.
5. The drawings provided with the solicitation were taken from a previous project that included additional work such as spall repairs. The current project consists of only full depth replacement of eight (8) concrete panels as specified in the Statement of Work. These drawings were provided for reference just to show the overall airfield and to show those details called out in the Statement of work. The eight concrete panels specified in the Statement of Work are the only items that contractors should bid on.
6. Next, all parties proceeded to the airfield parking apron to walk the area where all panels are to be replaced. Those panels to be replaced were marked out with orange paint. Dowels for the perimeter are required wherever there is an adjoining existing panel. Contractors were allowed to take pictures of all panels that are to be replaced. A staging area for materials will be provided just outside the entrance to the airfield between the two aircraft hangers. Due to FOD issues, the work area will need to be cleaned and swept at the end of each day. Contractor personnel will be designated as an escort to expedite all concrete trucks coming onto the base during the construction phase to limit any potential delays at the main entrance. A separate concrete washout area will be provided by the government with water available to the contractor.
7. No additional questions were asked at this time and the site visit concluded at approximately 11:00 AM.
