The following have been added by full text:

AMENDMENT 0003

Question 3: The incumbent contractor EAP Consultants our of Marietta, GA. Is showing in FPDS and USApend that the current contract is 22,592.16 base and all options. In your historical numbers you list 420 employees (Army 223 and ANG 197). The base plus options spending amount does not match the historical numbers. You are requesting full time employees (FTE) to execute the requirements of this contract 24/7 including holidays and weekends. Is the contract amount correct in FPDS and USASpend?

Response: The information listed on the FPDS.gov is correct. The Employee Assistance Program Service is for a wide range of short-term diagnostic assessments, intervention, counseling and “referral services”, as defined in this PWS.

Question 4: The contract states the contractor needs to provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide EAP services. Do you want the contractors in the Maine vicinity, or it appears as written everything can be conducted telephonically or virtually?

Response: Contractor will provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide EAP services as needed. Counseling shall be conducted face to face or virtually and provide telephone coverage as stated in 1.4.1

Question 5: The RFQ does not request resumes are you requesting resumes for these positions?

Response: No resumes are required. See the Request for Quote (RFQ), Paragraphs 16 – Submission of Quote through Paragraph 25.1 Price for the RFQ submission requirements.

Question 6: Can you provide a utilization report for the following years:

· 2022 (Response: 0)

· 2021 (Response: 0)

· 2020 (Response: 0)

Response: The data is listed in the “Utilization Overview” section of the reports.

Question 7: The report should provide a breakdown of EAP services and how many employees participate in services.

How many onsite critical responses:

Response: The data is listed in the ‘Utilization Overview” section of the reports.

Question 8: How many training hours of the following services were supported last year?

· Onsite? (Response: 0)

· Health fair? (Response: 0) Webinar Training? (Response: 0) Response: The reports are all inclusive. On-site services, health fairs, and webinars are reported under “Training within the Utilization Overview’s section of the reports.

Question 8: Do the clinicians that perform the EAP services need to be licensed in Maine?

Response: Yes – Performance Work Statement (PWS) has been updated to reflect this requirement in Paragraph 5.2.9.

Question 9: In section 5.1.7 regarding Critical Incident Response, the PWS states “The contractor shall provide special on-site group counseling to meet special needs, upon request. In the event a crisis situation occurs (e.g. active shooter, bombing, state emergency due to weather conditions or other traumatic situations) at any of the Maine National Guards locations, the contractor shall conduct a critical incident stress debriefing within 24 hours of the request from the Contracting Officers Representative or Contracting Officer.”

If for some reason travel is restricted due to weather or other unforeseen conditions, would the government allow virtual Crisis debriefings until travel was deemed safe?

Response: Yes.

Question 10: In section 5.1.4 it states that “Counseling scheduled within 24 hours unless the employee request time beyond 24 hours.”

Can I just clarify what the government’s intent here is please? Is it that the counseling is scheduled within 24 hours, or that counseling sessions are conducted within 24 hours? For example, an urgent case would typically be seen in under 24 hours, but a more routine counseling visit for non-urgent or emergent issues would typically be scheduled within 24 hours, but conducted anywhere from 1 to 7 days, depending on provider availability.

Response: Scheduled within 24 hours unless the employee is unable to, then outside the 24 hours is acceptable.
