About this file

This document outlines requirements for a federal contract to replace ballistic glass at three buildings on a National Guard base. The scope of work involves replacing existing glass and framing with insulated, double pane, Level 5 bullet resistant glass and bullet resistant framing. Windows must meet DoD minimum antiterrorism standards and withstand blast pressures per ASTM F2248. The finish is to match existing and doors are to have existing hardware. The contract is set aside for small businesses with a size standard of $16.5M and is valued between $250,000 and $500,000. Prospective offerors are invited to an on-site meeting on June 22nd and offers are due by July 13th for this requirement from the Department of the Army Louisiana Army National Guard.

W50S7Z-22-R-0013 Buildings 41, 425, and 489 Ballistic Glass Request for Information

1. The Scope of Work describes the glazing as insulated, double pane, Level 5 bullet resistant, glass-clad polycarbonate but it does not discuss the performance characteristics of the framing that holds the glass. The framing will also need to be bullet resistant if they are truly trying to make the area bullet resistant. Furthermore, if the building materials that make up the walls surrounding these windows are not bullet resistant, the bullets can/will pass through the walls and injure the building occupants anyway. Do you want to just replace the glass, even if the materials surrounding it are not bullet resistant? (Assuming they aren't already).

Existing glass shall be replaced and new framing shall be bullet resistant.

2. The Scope of Work also indicated that all windows and doors must meet current rules and regulations, in accordance with applicable federal, state, and local regulations. The Scope of Work however did not mention “hurricane impact resistance” which is the current building code and is going to be an issue when it comes to Level 5 bullet resistant windows. The manufacturers can do one or the other – you can have a bullet resistant window or you can have a hurricane resistant window, but the window cannot be both hurricane AND bullet resistant. Due to being a military facility the local building codes may not apply. The current windows will need to have additional vertical mullions added to reduce the glass widths to meet hurricane impact resistance requirements if this is what we are to install. Please advise whether we are going to disregard the hurricane rating or not.

Windows shall be bullet resistant; disregard the hurricane rating.

3. Lastly, the SOW also states that the glazing shall meet a one hour fire rating, Class IV forced entry resistance, and sound insulation ratings. Due to the amount of performance requirements, we will be very hard pressed to find a manufacturer that can provide all of this with 1 product.

Glazing shall not be fire rated.

4. In addition to the ballistic requirements, the spec you sent over is listing UFC 4-01-01 DOD Minimum Antiterrorism Standards, which references blast resistance design criteria. We will need the peak pressure and impulse or a charge weight and standoff distance in order to begin quoting this as a blast rated project.

Standoff distance is approximately 20 feet. Reference section B-3.1.3 ASTM F 2248 Design Approach for Laminated Glass Glazing Systems for charge weights.

All glazing shall meet the UFC 4-010-01 DoD Minimum AT Standards plus the UL 752 Level 5 requirements.

5. We’ll also need to know the required finish for all elevations and the door hardware that is being specified. It’s stating that the color will be determined through the submittal process; however, the cost from Clear or Dark Bronze Anodized to a painted finish is substantial. The transaction window at Bldg. 41 is to be Dark Bronze but will need confirmation on the other buildings.

Please match existing for finish and door hardware.
