The following definitions apply to the SOW and all attachments:
1. Ancillary Devices. Devices, such as Global Positioning System (GPS) receivers, telemetry equipment, recorders, video cameras, tow targets, flare and plume pods, low altitude kits, electronic countermeasures, radio frequency devices, scoring devices, visual modifications and infrared sources, which, when installed on or added to an aerial target, augment or enhance the target's performance, signature, control ability, or desired function. Examples of existing tow targets are the PATRIOT Omni-directional Training Aerial Tow Target (POTA-TOW), TRX-4A Radar Tow Targets, Cruise Missile Tow Targets (CMTT), Japan Chu-SAM Advanced Annual Service Practice (ASP) Target (JCHAAT) and TIX Tow Targets.
2. ATFS PRO. Procedures developed and approved by the US Government to address maintenance practices. The ATFS PROs are to be obtained from the SOAR database.
3. Cancelled Flight. A scheduled target flight shall be classified as a "cancelled flight" under the following conditions:
4. When individual flights are cancelled by the COR/TM within 3 duty hours of the scheduled launch time.
5. When consecutive/multiple flights are cancelled by the COR/TM on the mission within 3 duty hours of the scheduled launch time, each flight in the series shall be designated as a cancelled flight.

7. Contracting Officer’s Representative (COR). The Government official, designated in writing by the Procuring Contracting Officer (PCO), responsible for the overall management and technical direction of aerial target flight operations and maintenance services performed under this contract. Multiple Technical Monitors may also be assigned.
8. Field Fix. Any modification, change, or alteration applied to GFE/GFM to satisfy an immediate mission requirement that does not result in a permanent change in the configuration of the item and can later be removed.
9. Flight Expendables. Flight expendables are defined as any item that is routinely expended during each launch, flight or recovery (e.g. rocket motor, squibs, nose cones).
10. Flight Profile. The flight profile describes specific requirements for a given mission including courses, altitudes, speeds, maneuvers, and ancillary device function points.
11. Flight Ready Status. Rotary wing targets, fixed-wing drones, and ballistic targets in serviceable operational condition, containing no unserviceable components, dead lined components, or unsafe conditions, and not having any pending maintenance actions.
12. Functional Check Flight (FCF)/Maintenance Test Flight (MTF). A target flight, scheduled by the contract’s COR/TM, intended to verify the operability of a new target or a target that has undergone extensive rebuild, repair, or modification.
13. Government Flight Representative (GFR). The Officer on current flight status
(including nonoperational flying status) to whom the Defense Contract Management Agency (DCMA) has delegated, in writing, responsibility for approval of contractor flights, procedures, and flight crew members in accordance with (IAW) AR 95-20 and other Government approved documentation.
14. Ground Abort. A target that, once the countdown to launch has begun, fails to achieve launch during the specified launch window.
15. Ground Support Equipment (GSE). GSE includes all system common and peculiar items of equipment necessary to prepare, transport, launch, control, retrieve, and refurbish the target systems listed in this contract.
16. Launch Window. The period of time during which a target must be launched in order to meet the criteria for a satisfactory flight.
a. For MQM-107, BQM-34, MSAT, and BTS, the launch window for the primary target is 5 minutes, beginning at the scheduled launch time.
b. For the secondary (backup) MQM-107, BQM-34, MSAT, or BTS, the launch window is
15 minutes, beginning at the scheduled launch time.
c. For dual and/or multiple target flight scenarios (all primary targets), individual system preparation, checkout, countdown, and actual launch will be coordinated with range control and sequenced to assure that target launch and resulting flight profiles meet the mission requirement.
d. For rotary wing targets (RWT) the launch window for the primary target is 30 minutes, beginning at the scheduled launch time.

f. Target launches shall occur as directed by the Government designated range control official and shall be sequenced for simultaneous launch with other targets systems and with like targets.
17. Mission. The requirement for a target flight(s)/launch(es), which may be comprised of single, dual, or triple target flight(s)/launch(es).
18. Mission Period. The range green time during which a target mission occurs.
Simultaneous missions are those instances when range green times for multiple missions overlap one another.
19. Mission Configuration. The basic target (new or used), any modification thereto, and any installed ancillary devices, as prepared to meet a specific operational requirement.
20. Mission Calendar. The instrument that establishes a requirement for the contractor to perform a target launch/flight or flights and identifies time of launch, launch site, control site, recovery area, and customer. Other support services, that are not associated with target launch/flight or flights, will also be identified on the mission calendar. Only the PCO, COR or TM can approve a mission calendar.
21. Mobile Target Operations. Mobile target operations refers to target operations at other than fixed (permanent) maintenance, launch, and control facilities, but within the geographical confines of Fort Bliss, TX and WSMR, NM.
22. Not Rated Flight. A flight performance rating, assigned by the COR/TM, for nonstandard/unproven target configurations or when the essentiality of the target mission outweighs the risk to target materiel.
23. Operational Loss. During a flight, a target destroyed or damaged beyond repair by other than weapons fire or other planned, potentially destructive event.
24. Posts, Camps and Stations (PCS) Operations. Target operations that occur at locations outside of the geographical confines of Fort Bliss, TX and WSMR, NM. Deployment periods will vary in duration.
25. Presentation. The execution of a course segment of the prescribed flight profile.
26. Quality Assurance Representative (QAR). DCMA assigned individual(s) who monitor and coordinate the quality assurance requirements and functions performed under this contract.
27. Ready Storage. GFE/GFM stored in an assembled state and protected in such a manner that the item and its associated subassemblies will incur no damage or degradation of performance as a result of inactivation between periods of use.
28. Safety Officer. The Officer to whom the Targets Management Office (TMO) has delegated, in writing, responsibility for review of both ground and aviation accidents;
review of incident reports; recommendations of corrective actions; and organization of accident investigation boards.
29. Satisfactory Flight. A target flight shall be determined to be satisfactory when the following criteria are met:
a. Target launch is accomplished within the launch window.
b. The target performs the scheduled flight profile or in-flight profile changes as directed, within target system capability listed in Government approved documentation.
c. The ancillary devices, for which the contractor has primary operational responsibility, function to target system specifications listed in Government approved documentation.
d. The target is recovered in the designated recovery area.
e. A target which fails to meet one or more of the above criteria for a satisfactory flight will also be rated satisfactory when:
f. The COR/TM has notified the contractor in advance that the flight will not be subject to one or more of the above criteria and all nonexcluded criteria were met.
g. The COR/TM or Range Control commands flight termination while the target is performing within the prescribed flight profile.
h. Post-flight evidence establishes that weapons fire caused the destruction or in-flight malfunction of the target.
i. The contractor can establish that destruction or in-flight malfunction of the target was caused by events over which the contractor had no control.
30. Target Flight. The term "target flight" means all events that occur between the initiation of countdown for takeoff/launch and actual landing/recovery for a scheduled mission.
31. Target Kill. A target drone or ballistic target which, during flight, is destroyed or damaged beyond repair by weapons fire or destruction commanded by the COR/TM.
32. Target Control System (TCS). Target control systems used for control of target systems under this contract.
33. The Government. If not specifically defined in the contract documentation, the Government refers to the PCO.
34. Unsatisfactory Flight. A target flight that does not meet the criteria for a satisfactory flight as defined herein.
