About this file

This document contains questions and answers regarding a solicitation for barrel manufacturing equipment. The solicitation seeks to acquire gun drilling and broaching, tapping, and counterboring machines capable of machining parts up to 2 inches in diameter and 130 inches in length via gun drilling. The government clarified that it intends to use the equipment for gun drilling sizes up to 2 inches and broaching, tapping, and counterboring operations up to 2.5 inches. A site survey is not feasible due to occupancy restrictions, so the contractor must provide foundation drawings if requirements exceed an 8-inch reinforced concrete slab. Utilities will be available within 50 feet of the installation site.

The related federal contract opportunity is solicitation number W15QKN-20-R-0B2X from the Department of the Army Materiel Command Contracting Command at Picatinny Arsenal for medium caliber armament barrel manufacturing capabilities. Proposals were being requested directly through this combined synopsis/solicitation rather than a separate written solicitation.

Question 1. Question related with the additional gun-drill adaptors requested in 4.2.1 Bullet points 10 ~ 14.

Is it your intent to do both BTA operations on this machine and also Gun Drilling operations? If your answer is yes to both processes, what is the realistic expected size range (length/dia) of the gun drills? i.e. would you expect to have the capability to drill a 3.18mm dia 130” deep? We can provide gun drill adaptors but without a better understanding of your intended use we may not be able to insure their usability.

Answer: We intend to gun drill the various sizes up to 2” and BTA drill 2” from solid and BTA counterbore up to 2.5”.

Question 2. A site survey is needed in order to address this request. Can this be arranged? Typically the end user handles facility connections of Power and Air and foundation (if required). If contractor must handle this a site survey is requested.

Answer: At this time, the Government does not believe it is feasible to arrange a site visit due to building occupation limits imposed by our directorate HPCON B plan and the Army Commander. The contractor shall provide the Government with drawings of the minimum foundation requirements for the machines that they are offering in their response if it will exceed the 8” thick reinforced concrete slab as stated in the SOW. Per SOW Installation 6.3, the available power is 480v, three phase. Power and Air will be available within 50 feet of the installation site. If the machines offered require a different voltage a transformer will have to be included in the offer. Any expense to get power or air within the 50 feet would be borne by the government.
