Questions for the Government

1. No instructions for submittal of the offers appear to be included in the RFP. Please confirm that offers are to be submitted via email only to Contract Specialist, Theresa Eckstein at theresa.m.eckstein.civ@mail.mil ; and

Offerors – Commercial Items, will be updated.

2. Please consider offering a second opportunity to conduct a site visit for those offerors where were unable to attend the site visit conducted on 31 May 17.

Answer: A second and final site visit is scheduled for 15 June 2017 at 1000 (10:00AM EST). Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Please note delays should be expected at the entry processing center due to increased security measures.

Offerors who plan to attend should email a list of attendees to include company name, visitor names, visitor drivers license number and state of issue, and vehicle information (make/model/license number, if known), to

Visitors must have driver’s license or state issued ID and proof of auto insurance for entry. Failure to respond in a timely manner may result in delay or denial of access to the installation. The meeting will be held at the: Willow

Grove USARC, 1300 Privet Rd, Bldg. 5500, Horsham PA 19044. Please arrive for the site visit no later than

9:00 AM EST to be able to get through the gate by 10:00 AM EST. If problems accessing the base are encountered or directions to the base location are required on the day of the site visit, contact the Safety Officer at james.c.dunstan.civ@mail.mil or 215-442-8033. Questions should be submitted in writing to the Contract

Specialist, Theresa Eckstein at theresa.m.eckstein.civ@mail.mil . The solicitation, addendum to FAR clause

52.212-1, Instructions to Offerors – Commercial Items, will be updated.

3. Who is the incumbent contractor, and what is the total value of the incumbent contract? Is the scope of the current contract the same as that included in the RFP?

Answer:

a. Contract Number: W15QKN-14-C-1015

b. Incumbent Name: Blue Strips Property Management Inc.

c. Value: $121,720.00 (base plus 4)- not all option where exercised

d. No Change to the PWS

4. Ref PWS 5.3.1, Space Cleaning, 5.3.1.3 Empting waste containers. This section states the following: “All waste containers shall be emptied and plastic liners replaced. Any plastic liner with food waste or that is soiled or leaking shall be replaced with a new plastic line.” These requirements as stated appear to conflict.

The first requirement is that plastic liners for ALL waste containers will be replaced every time. However, the second sentence appears to indicate that the liner shall only be required to be replaced if it has “…food waste or that is soiled or leaking…” Please clarify.

5. Is weekly service once per week or five days per week?

Answer: Weekly services means once per week. Please refer to PWS paragraph 2.7.5.

6. Ref PWS 5.3.3, Restrooms, 5.3.3.1, Sweeping/Dust mopping. “Latrine floors shall be swept/dust mopped with a disinfectant…” While we typically use disinfectant while damp mopping, please confirm that there is a requirement for also using a disinfectant while sweeping/dust mopping.

7. Ref PWS 5.3.3, Restrooms, 5.3.3.4, Servicing Restrooms. The drawings provided at Exhibit 3, Custodial Floor

Plans, appear to indicate that there are no soap dispensers throughout either building. Question: Are offerors responsible for providing soap for the restrooms even though there are no dispensers?

8. Exhibit 3, Custodial Floor Plan. Please confirm that the total cleaning space for the OSM Building (3,010 sf) is separate and in addition to, the total shown for the USARC building (43,750sf), making the total space to be cleaned 46,760 sf.

9. Would incumbent employees have 1st right of refusal under this opportunity?

Answer: FAR clause 52.222-17 is included in the solicitation/resultant contract

10. Are resumes required for the Key Personnel?

Answer: Resumes are not required. Please refer to the solicitation, addendum to FAR clause 52.212-1, Instructions to Offerors – Commercial Items

11. How many windows (front and back) requires janitorial services?

12. How many square footage of Carpet, Tile, linoleum, cement, vinyl etc., requires janitorial services?

Answer: Please refer to the floor plan, attachment 1 to the solicitation.

13. How many days of service does the government require for janitorial services?

Answer: Please refer to Sections 2.7 and 5 of the PWS.

14. During the walk through on 5/31 the local contact explained the cleaning company handles the paper supplies but I did not see that stated in the solicitation nor a line item unit price. I want to make sure I am not missing anything in the scope of work. Does the paper supplies include toilet paper, paper towels, hand soap, and urinal screens?

Answer: Please refer to paragraph 5.3.3.4. of the PWS.
