The purpose of this Amendment is to answer the below questions from potential bidders. The questions resulted in a review of the RFP. As a result of the review, Section C is updated. In addition, some of the answers necessitated changes to RFP documents.
Question 1:
In the Q&A released on September 29, 2016 there are several questions regarding what labor categories are to be priced government site and which ones are contractor site. The answers to those questions provide contradictory information. Please clarify definitively if all positions should be priced at contractor site rates with the exception of the Computer Systems Analyst III which has a split of hours. The answers that are contradictory are Answer #20 that says “all are government except the Computer Systems Analyst III which is both.” Answer #28 says “all are contractor site except for the Computer Systems Analyst.” Further, Attachment 1 shows all at contractor site with exception of the Computer Systems Analyst III.
Answer 1:
The ONLY labor category that the Offeror shall bid at both the Contractor Site and Government location is the Computer Systems Analyst III position. For all other labor categories, the Offeror shall bid only for the Contractor Site.
Question 2:
In the Q&A released on September 29, 2016 it states in Answer #8 that the Computer Systems Analyst III should be bid 5760 hours at government site and remainder at contractor site and that Attachment 1 was updated to reflect that. The updated Attachment 1 has 7680 hours at government site and 5760 at contractor site. Does the Q&A or Attachment 1 prevail? What is the correct split of hours to be bid for the Computer Systems Analyst III?
Answer 2:
The Offerors shall bid 7,680 hours for the Contractor Site Computer Systems Analyst III AND 5,760 hours at the Government Site as Attachment 1 (updated) indicates. As mentioned above, The Computer Systems Analyst III Position is the ONLY labor category to have both a Government site and Contractor site bid.
Question 3:
Page 98, Section L.4.3.2 states “fully loaded labor rates shall be proposed in Attachment 0001 – Labor Chart and indirect rates applicable to Material, Other Direct Costs shall be proposed in Attachment 0002 – ODC Chart, in Section J of the RFP. The successful Offeror’s rates will be incorporated in the resultant contract for future orders.” Will the rates incorporated be based on rates submitted with Attachment 0001?
Answer 3:
Yes.
Question 4:
Page 98, Section L.4.3.2 states “fully loaded labor rates shall be proposed in Attachment 0001 – Labor Chart and indirect rates applicable to Material, Other Direct Costs shall be proposed in Attachment 0002 – ODC Chart, in Section J of the RFP. The successful Offeror’s rates will be incorporated in the resultant contract for future orders.” If the rates incorporated are based on rates submitted with Attachment 0001, are these not to exceed rates for future Task Orders?
Answer 4:
Yes.
Question 5:
Page 98, Section L.4.3.2 states “fully loaded labor rates shall be proposed in Attachment 0001 – Labor Chart and indirect rates applicable to Material, Other Direct Costs shall be proposed in Attachment 0002 – ODC Chart, in Section J of the RFP. The successful Offeror’s rates will be incorporated in the resultant contract for future orders.” If the rates incorporated are based on rates submitted with Attachment 0001, given that the prime and subcontractors will have different rates for the same labor category, which rate will be incorporated?
Answer 5:
The resulting contract will utilize the final proposed rates (if deemed to be fair and reasonable for the Government). The mix between prime/subcontractor for each labor category is up to the Offeror’s business decision.
