Office of the Provost Marshal General Questions

1. In which volume should Representations and Certifications be included? Will they count against page limits? Response: Past Performance. This will not count against page limits.

2. Will the Government please confirm that the only resume it wishes to see is that of the Contracts Manager? Response: The reference to resumes will be removed. The Government does not desire resumes to be submitted with this Offerors proposal. Any resumes submitted will not be evaluated.

3. Will the Government accept 10-point font for tables and graphics? Response: Yes 10-point font is acceptable for tables.

4. Will the Government consider adding a pricing narrative in the Price Volume with a limit of 5 pages as supporting documentation to price realism? Response: Vendors can include a narrative with their price volume.

5. Will the government consider adding a requirement for a compensation plan to the price volume? Rationale; Based on FAR Subpart 22.11; the Government should insert the provision at 52.222-46, Evaluation of Compensation for Professional Employees. With 9.4 out of the 14.9 personnel or over 60% of the workforce according to the provided Labor Matrix, fall within the Professional Employee category. Additionally, the type of contract (Small Business 8a Set-aside) and duration of services the preponderance of personnel must be employees and not 1099 consultants. See GAO Decision in MindPoint Group, LLC, B-409562 (May 8, 2014). The addition of these clauses will significantly reduce contract performance risk on a LPTA requirement and ensure pricing integrity. Response: The Government will include provision 52.222-46 in a solicitation amendment.

6. If the Government continues to include the Service Contract Labor Standards Act as a referenced clause, will the Government please provide the applicable Department of Labor Wage Determination and to which labor categories it applies? Response: Reference answer to question 5.

7. Will the Government consider increasing the Technical Volume page limit to 30 pages in order for vendors to address all evaluated requirements? Response: The Technical Volume page limit will be increased to 30 pages.

8. Will the government please clarify its requirement for company and personnel security clearance information? Is the Government looking for a statement regarding both or an ISFD print out confirming Facility Clearance Level? Response: The government's requirement is for all contractors working on this contract to have a valid "Secret" (or higher) clearance to perform work on this contract. The contractors' clearances will be owned by a corporation under this contract. In accordance with the National Industrial Security Program (DoD 5220.22-M) and especially Chapter 2: Security Clearances, the government requires that the company(ies) possess an active Facility Clearance (FCL) that is registered with the Defense Security Service (DSS). Further, the government requires that each worker on the contract to have completed what is now called a Tier 3 federal investigation (previously called a National Agency Check with Law and Credit).

9. In regards to the security requirement, Section 4.2 of the PWS, would the Government sponsor a teammate of the Prime Offeror if the subcontractor under the Prime Offeror does not have a Secret facility clearance? Response: If the prime Offeror has a Facility Clearance (FCL), the prime can sponsor their sub for a FCL. Only in the instance that neither prime nor sub have a FCL would the Government sponsor.

10. On page 30 the solicitation states that Resumes are not included in the page count. Are resumes required for this bid? If so are resumes for all position required or just for Key and who would be labeled as Key personnel? Response: The reference to resumes will be removed. The Government does not desire resumes to be submitted with this Offerors proposal. Any resumes submitted will not be evaluated.

11. Is there an incumbent currently performing this work or is this a new requirement? Response: There is an incumbent.

12. Does the government consider all positions as non SCA wage determined positions? Response: Yes.

13. When is the anticipated start date? This is needed to develop the price. Response: August/September 2016

14. How long should our proposal be valid for? Response: Proposal shall be valid for 120 days.

15. Are offerors permitted to submit a Price narrative in addition to the Government provided MS Excel Spreadsheet? Or, are offerors to add the narrative to the MS Excel spreadsheet in a separate tab? Response: Vendors can include a narrative with their price volume.

16. Are the West Virginia positions contractor site performance? Response: Yes

17. Will a contractor be able to Submit a proposal response as the prime contractor if it does not have an active facility clearance, but all of the firms proposed personnel currently hold active clearances at the secret level or higher? Response: No, If neither the prime or any subs have at least a current facility clearance at time of submission, their proposals will not be evaluated. The government's requirement is for all contractors working on this contract to have a valid "Secret" (or higher) clearance to perform work on this contract. The contractors' clearances will be owned by a corporation under this contract. In accordance with the National Industrial Security Program (DoD 5220.22-M) and especially Chapter 2: Security Clearances, the government requires that the company(ies) possess an active Facility Clearance (FCL) that is registered with the Defense Security Service (DSS). 18. Will a contractor be able to be sponsored by the Army if deemed to be the best value to the Government? Response: Contract will be awarded on a Lowest Cost Technically Acceptable (LPTA) basis which is considered a form of Best Value.

19. Will a contractor be considered if they are in a teaming relationship with a firm that does have an active facility clearance? Response: Yes, but the Government must be provided some assurance that all primes and subs would have a clearance prior to award.

20. Will there be any amendments to the RFP? Response: The requirement for an amendment will be determined based on Vendor solicitation questions.

21. Will the RFP be extended? Response: There are no plans to extend the proposal submission date.

22. Will there be a proposal conference. Response: There are no plans for a proposal conference.

23. Is there a vendor list available? Response: No

24. Is a SECRET facility clearance required before proposal submission? Response: Yes. As SECRET security clearance is a requirement of this solicitation the either offeror or their sub must provide assurance of a current facility clearance at time of submission. The offeror should provide some assurance that all would be required to have a current facility clearance before contract award.

25. Since there is an incumbent and the Government is looking for Transition Out Plan, should a Transition In Phase be added to the requirement to ensure continuity of operation and non-disruption of the work? If the Government considers adding a Transition In Phase will the Government add a Transition In CLIN? Response: A Government will not consider adding a Transition In plan to this requirement.
