| The following is the price model to be used by vendors bidding on the OPMG Business Operations Support Services Solicitation: |
Instructions to offerors:
1. Enter the offerors proposed burdened labor rate for the identified Labor Category and Qualification in column G. The extended price will be automatically calculated (Qualifications and Labor Category Descriptions are on adjacent tabs)
2. Enter offerors material overhead rates for Travel and Other Direct Cost.

Qualafications Education and Experience: The offeror should consider the education and experience levels listed in the Table below. Equivalences have been provided in the columns, “Equivalent Education and Experience” to add flexibility and to assist offerors in aligning resources proposed for BOSS requirements.
It is anticipated that all experience and education will be in a technical field directly related to the labor category being proposed and all diplomas, GED certificates, and degrees will be from accredited institutions. Further, the Contracting Officer(s) for individual Task Orders may grant waivers for these Levels or allow substitution of certain technical certifications for education and/or experience if it is determined to be in the best interest of the Government. Any equivalencies or substitutions must be cited in each Task Order. Any and all levels may include supervisory duties.

Labor Categories
| Labor Category | Description |
| Project Manager | Responsible for organizing, directing, and managing all aspects of contract support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations. Provide overall direction of program activities. Manage and maintain contractor interface with the senior levels of the customer’s organization. Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations. Establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks. |
| Project Control Specialist | Direct all financial management and administrative activities, such as budgeting, manpower and resource planning and financial reporting. Perform complex evaluations of existing procedures, processes, techniques, models, and/or systems related to management problems or contractual issues, which would require a report and recommend solutions. Develop work breakdown structures, prepare charts, tables, graphs, and diagrams to assist in analyzing problems. |
| Cost Analyst | Perform functional economic analysis to evaluate the costs of alternative ways to accomplish functional objectives, analyze investment costs, benefits, and risks as a net change to the functional baseline cost, and the cost of doing business now and in the future, ensuring that cross-functional, security, and other integration issues are addressed. Commensurate education and training. |
| Financial Analyst | Support the application of government financial business practices and incorporate processes. Assist in applying sound accounting and data processing principles. Integrate government financial business practices. Provided financial support in developing and implementing policy, guidance, best practices, and lessons learned applicable to financial data and financial management information systems. Assist in the preparation and documentation of all Planning, Programming, Budgeting and Execution System (PPBES) actions. Coordinate Program Objective Memorandum (POM) builds, Budget Estimate Submissions (BES) for out-year financial documents. Assist in preparation of POM materials. Provide expert advice on financial management systems used in planning programming, budgeting and execution of DoD financial management systems. Provide expert advice on updates to financial management policy. |
| Business Analyst | Provide expertise in business process and system analysis, design, improvement, and implementation efforts and in translating business process needs into technical requirements. Provide expertise in change management and training support. Provide organizational and strategic planning for a wide variety of technical and functional environments. Provide expertise in, but not limited to, Configuration Management, Strategic Planning, Knowledge Management, Business Analysis and Technical Analysis. |
| Security Analyst | Interprets implements and administers security policy, manages personnel access quotas, processes program access requests, maintains personnel information files; performs transmission, receipt, control, accountability and classification review of documents and electronic media. Assists in development of classification guidance and administers security education and training program. Duties include, but are not limited to: overseeing physical and personnel security, program protection planning, and security engineering responsibilities (with specific responsibilities and deliverables defined in the contract) and interfacing with various customer representatives for program security support to the program.. |
| Acquisition Specialist/Program Analyst | Acquisition specialist with DoD experience will define/document requirements, assist in the develop acquisition strategies, write planning documentation such as acquisition plans, source selection plans, and risk management plans, write solicitation documentation such as sections of the Requests for Proposal (RFPs) and Statements of Work (SOWs), assist in source selection activities, support analysis and evaluation of contractor efforts, assess contract risk in acquisition programs, and assist in the management of on-going contract efforts. |
| Systems & Network Administrator (Network Support Technician) | Provide support to monitor, install and perform maintenance on personal computers, laptop computers, software, and networks. Provide support in responding to system user requests for assistance. Provide support for on-the-spot diagnostic evaluations, implementation of corrections, and training users in proper operation of systems and programs. Provide support to: install and provide basic support for approved PC software; perform upgrades to all computer platforms, train office staff on computers, maintain logs and inventory of equipment repairs, assist in administering all computer platforms as directed and assist in resolving any operations problems. Support the agency LAN Administrator with server maintenance and administration. Require general knowledge of network products. |
| Access Control Specialist | Access control specialist is responsible for providing physical security through the management of personnel access to restricted areas and facilities. Monitors alarm systems and Close Circuit Televisions (CCTVs), maintains appropriate automated and manual logs and computer databases, responsible for performing the above tasks and may perform other related duties as designated by the Government. |
