Office of the Provost Marshal General Questions #2

1. Factor C.2 Price (page 32 of the RFP) states that the Attachment 0004 will be the only acceptable format for the cost quotations. Does that mean that the Supplies/Services Schedule form does NOT need to be completed?

Response: Attachment 4 will be used by the offeror to submit their proposed pricing. The Supplies and Services section of the solicitation will be completed by the Government of time of award.

2. Only if the Supplies/Services Schedule form needs to be completed, are CLIN’s 0002, 1002, and 2002 meant to be for just ODC’s? Or travel and ODC? If just ODC’s, will there be a separate CLIN generated for Travel?

Response: The Other Direct Cost – Travel CLIN’s in the RFP encompasses the Travel and ODC cost identified in the Contract Pricing Model.

3. Question #16 from the RFP stated that West Virginia would be “Contractor Site”. Shouldn’t that be Government site rates?

Response: All tasks and services identified for support in West Virginia will be on Government site.

4. Will the Government provide which tasks in the PWS are to be provided on government site?

Response: All services will be provided on site at Government facilities.

5. Should the plug numbers from Attachment 0004 be used for travel and ODC?

Response: The projected ODC and travel Cost are set by the Government. Offeror’s are to enter their Overhead Rates to calculate final price to the Government.

6. Apart from the write-up, can Government provide guidance on what all information is needed for each Past Performance Response:

Response: No additional clarification is available.

7. Given the requirements listed for Task 7, can the Government consider making the two resources full-time?

Response: No changes to Task 7 level of support will made.

8. Section L states that there is no page limit for Volume iii. Past Performance. Is there a limit on the number of Past Performances that can be included in the proposal?

Response: There is no limitation on Past Performance entries and long as they meet the RFP’s criteria for relevance and recency.

9. For Section L, Volume iii. Past Performance, is the Prime Contractor required to submit a minimum number of Past Performance examples?

Response: There is no specified minimum.

10. For Section L, Volume iii. Past Performance, is there a maximum number of Past Performance examples a subcontractor can provide?

Response: There is no limitation on Past Performance entries and long as they meet the RFP’s criteria for relevance and recency.

11. Will the government please clarify its requirement for personnel security clearance information? Are individuals with an interim-Secret clearance eligible to support this contract?

Response: If the Offeror has a current SECRET facility clearance, individuals can be issued interim clearances and will be eligible to support the contract.

12. In the PWS, Section 1.3.13 states that “DFBA insignia shirts will be procured by the contractor”. Is this cost already built into the $2,000 ODC line in the Labor Category Matrix or does the government want the proposers to provide a cost estimate for these shirts?

Response: Cost for DFBA Insignia shirts are addressed under the ODC cost as displayed in the Contract Pricing Model. No separate cost estimates for shirts are required.

13. Solicitation number W15QKN16R0050 requires that all of the contractors have a Secret clearance. We currently have staff with a confidential clearance and also have a sponsor for both secret clearances and a facilities clearance. Would contractors be allowed to begin work on the contract with an interim clearance?

Response: If the Offeror does not have a SECRET facility clearance they cannot issue interim Secret clearances. Contractor personnel would therefore not be eligible to work on the contract.

14. Per the Sub-factor 2, Transition / Risk Mitigation Plan requirement on page 32 of the RFP, the Government is requesting a transition plan per Section 1.3.17 of the PWS. Section 1.3.17 states Phase In/ Phase-Out, with requirements for a 30 day transition for Phase In/Phase out periods. However, your answer to Question 25 states that the Government does not want a Transition In plan. Please clarify that the requirement now is only for a Transition Out plan.

Response: The requirement for a Transition Out Plan is a contract deliverable that prepares for the transition to other sources of supply following the resultant contract to this solicitation. The solicitation requirement is for the offeror to propose their structured, orderly approach to the Phase In period for this requirement and is not a contract deliverable.

15. Who is the incumbent contractor for this requirement? What is the contract number? What is the incumbent contract value?

RESPONSE: Incumbent: Glasgow Investigative Solutions Inc., Contract: W15QKN-15-C-0119

16. Does the projected workload described in the Solicitation actually reflect the historical workload? If not, what is different?

Response: The manning reflected in the Contract Pricing Model reflects current staffing.

17. How many full-time equivalents are on the current contract?

Response: Reference pricing model, current staffing is at 14.9 CME.

18. What labor categories does the Government expect to perform which particular tasks?

Response: Reference Attachment 4 – Labor Category Matrix.

19. How many supervisory employees are located at each location?

Response: Current Supervisor works primarily at the Virginia location.

20. In the Q&A (OPMG_BOSS) document, question #16 states that West Virginia positions will be performed at the contractor’s site. Does this restrict companies that do not have their facility in West Virginia from being considered, or will these people be allowed to work from home?

Response: Work performed in support of West Virginia operations must be performed on-site at the Government facility. No other arrangements will be considered.

21. Since the project manager is half-time, does he/she have to work at a specific site or can they work at the contractor’s site?

Response: The project manager will be expected to provide support at the Government sites.

22. We are being sponsored for security clearance, but we recognize that the security clearance process can take a long time. Will the government grant interim clearances?

Response: In order to be eligible for award, interested vendors must show the ability to secure a security clearance prior to contract award (August/September 2016).

23. Is the PM an employee of the VA location?

Response: Yes, the current Project Manager works out of the Virginia facility.

24. Is the PM position currently filled? Is the PM an on-site employee in the VA location?

Response: Yes, the current Project Manager works out of the Virginia facility
