About this file
This document is a Vendor Question and Answer Set from the Illinois Secretary of State's Office (ILSOS) regarding contract award 27-350SOS-VEHSE-B-52994. The Q&A set addresses clarifications on contract specifications and requirements between the state agency and the successful vendor.
The questioned specification pertains to permit numbering and barcode generation requirements. The contract specifies that permits must be sequentially numbered beginning with 017000A01 and printed in Code 39 barcode format. The vendor inquiry sought clarification on whether barcode data files would be provided by ILSOS or generated by the vendor. ILSOS clarified that the vendor is generally responsible for generating barcode data based on sequential numbering requirements, though ILSOS can provide the data file if needed. In such cases, the vendor must supply ILSOS with the necessary headers and field specifications to enable data file construction.

Vendor Question and Answer Set One
27-350SOS-VEHSE-B-52994
1. The specifications state that each permit must be sequentially numbered beginning with 017000A01 and that the permit number must be printed in Code 39 barcode format. However, we were unable to determine whether the barcode data file will be provided by the Secretary of State's Office or if the successful vendor is expected to generate the barcode data based on the sequential numbering requirements.
Could you please clarify this point?
Answer: Generally, the vendor would generate the barcode based on the sequential numbering requirements, however ILSOS can provide the data file if needed. Vendor will need to provide ILSOS the headers and field specs in order to build the data file.
