About this file
This is a Vehicle Wrap Material Specifications document from the Tennessee Department of General Services for the procurement of vehicle wrap materials. The State seeks vehicle wrap materials to meet specific technical requirements, including a gloss finish, repositionable adhesive, and a custom blend to match Tennessee Highway Patrol patrol car colors. The materials must meet strict dimensional specifications (30-inch by 50-foot rolls with thickness between 3.2 and 4.7 millimeters), adhesion standards (2.5 pounds per inch minimum after 24 hours), and tensile strength requirements (4 pounds per inch minimum). Acceptable products include 3M 1080 film, Avery Dennison SW900 film, or equivalent materials with an expected performance life of seven years or greater. The contract term is three years with two optional one-year renewal periods. Delivery must occur within 60 days of purchase order issuance to either 225 Ezell Pike or a State-designated address, with the materials delivered inside and ready for use unless otherwise specified.
The Contractor shall bear all risk of loss or damage during transit and assumes responsibility until State acceptance. Delivery terms are F.O.B. Destination. The Contractor must provide shipping confirmation within ten business days of purchase order receipt and delivery confirmation within two business days of arrival. The materials must be resistant to mild acids, alkalis, and salt solutions. Should the Contractor fail to meet the requested delivery date and materials have not shipped from the warehouse, the State may cancel the order without penalty. The Contractor must notify the State as soon as reasonably possible of any anticipated delivery delays. Coordination with the State is required to arrange access to delivery locations, considering loading dock availability, parking, and facility hours of operation.
