About this file

This is a Request for Information (RFI) from the United States Postal Service seeking information about commercially available Stamp Dispensing Systems that can dispense singulated panes of stamps and other stamp products. The USPS aims to improve its stamp stock sortation and distribution capabilities through this market research effort.

Respondents must submit information addressing technical capabilities, company background, financial capability, production/delivery schedules, and rough order of magnitude pricing for a quantity of one system. Key dates include a question deadline of January 22, 2025 at 5:00 PM EST, with responses due by January 31, 2025 at 5:00 PM EST. Questions should be directed to Adam Steele and Andrew Hopkins at USPS. The RFI explicitly states this is for planning purposes only and does not commit to any award or purchase. Responses must include how suppliers can meet system objectives detailed in the referenced Statement of Objectives (SOO) document dated 12/16/2024, though the specific SOO is not included in this file.

USPS Request for Information (RFI) – 3A-25-A-0020 Stamp Dispensing System

This Request for Information (RFI) is for planning purposes only. It provides an opportunity for the industry to verify the reasonableness and feasibility of the program objectives, as well as to promote competition. This RFI is not to be construed as a commitment by the U.S. Postal Service (“Postal Service” or “USPS”), nor will the Postal Service pay for the development of information submitted in response. The Postal Service does not intend to award a contract on the basis of this RFI or to pay for the information requested. This RFI is issued for the purpose of obtaining market information regarding a commercially available Stamp Dispensing System solution.

Background

The USPS is researching a commercially available Stamp Dispensing System that would dispense singulated panes of stamps and other stamp products. The Postal Service is reviewing and exploring this dispenser application to improve its stamp stock sortation and distribution capabilities. The affiliated SOO under this RFI has the following objectives: (1) to research existing “commercial availability” of dispenser solutions, and (2) to identify potential suppliers who have demonstrated the technological capacity to manufacture dispensers and delivered such dispensers within the past three years. Our review will include identifying sources with available engineering resources and the manufacturing capability to meet aggressive schedules. The Postal Service may decide to meet with responding suppliers to discuss the supplier’s design capabilities and ability to manufacture production quantities of the proposed system. The Postal Service may assess some or all information received in order to establish its sourcing approach for a potential dispenser system.

Requirements

The technical requirements and objectives of the Stamp Dispensing System solution are described in the attached Statement of Objectives (“SOO”), “SOO Stamp Dispensing System 2024-12-16 rev 7” dated 12/16/2024. Suppliers should review the SOO and other documents to understand the technical scope and requirements for this solution.

The USPS is seeking information and responses from suppliers that are capable of providing a technical solution meeting the requirements contained in the SOO. Information provided in response to this RFI will be evaluated, and suppliers who provide a feasible solution may be considered for a potential future formal Request For Proposal (RFP). However, the contracting officer has discretion to extend invitations to compete to additional suppliers if it is in the best interest of the Postal Service.

Dun & Bradstreet information and rating should be included.

· Production/Delivery Schedule

· Estimated schedule for a system. Schedule should include manufacture, machine assembly / test, shipping, installation, and commissioning. Rough Order of Magnitude (ROM) for:
