About this file
This Statement of Objectives (SOO) outlines USPS requirements for a Stamp Dispensing System to improve stamp stock sortation and distribution capabilities at the Stamp Fulfillment Services (SFS) facility. The system must dispense both 2D stock (sheets, panes, wrapped panes ranging from 124-332mm length, 215-277mm height) and 3D stock (coils and packs ranging from 26-222mm length, 29-273mm height), with capacity to handle up to 500 SKUs in a modular design. Key performance requirements include throughput of 800 orders per hour, operator interventions limited to 1 per 100 orders, and 0% error rate for missed/double feeds.
Suppliers must respond by January 31, 2025 at 5:00 PM EST with technical specifications, company information, financial capability details, production schedules, and rough order of magnitude pricing for one unit. The system must integrate with USPS facility tray handling systems, include error detection and maintenance diagnostics, provide API capability, and fit within specified space constraints. Questions are due by January 22, 2025 at 5:00 PM EST to Adam Steele and Andrew Hopkins. This is currently in the market research phase, with potential for an RFP if the business case evaluation is positive and funding is secured.

1. Overview
Stamp Fulfillment Services (SFS) is the global fulfillment center for the United States Postal Service (USPS). The SFS operation is the sole distributor for stamps and products to over 30,000 Postal Retail Units (PRU) nationwide and has served the Philatelic community and American public for 50+ years. The mission of SFS is to provide a centralized fulfillment center for the United States Postal Service (USPS).
As a continued improvement of processes for our customer needs, the USPS seeks market information regarding a commercially available Stamp Dispensing System that would dispense singulated panes of stamps and other stamp products. The Postal Service is reviewing and exploring this dispenser application to improve its stamp stock sortation and distribution capabilities. Following completion of this market information phase, if a system evaluation and internal business case evaluation prove positive and if funding is identified, the Postal Service may issue a Request for Proposals (RFP) for the purchase of one or more dispenser systems.
This SOO has the following objectives: (1) to research existing “commercial availability” of dispenser solutions, and (2) to identify potential suppliers who have demonstrated the technological capacity to manufacture dispensers and delivered such dispensers within the past three years. Our review will include identifying sources with available engineering resources and the manufacturing capability to meet aggressive schedules. The Postal Service may decide to meet with responding suppliers to discuss the supplier’s design capabilities and ability to manufacture production quantities of the proposed system. The Postal Service may assess some or all information received in order to establish its sourcing approach for a potential dispenser system.
2. Scope
This SOO describes the objectives for a dispenser evaluation and addresses requirements, defines performance metrics, and establishes performance metric goals for a system to dispense stamp stock.
2.1. Supplier Deliverables
Interested suppliers shall respond to this RFI with the following:
· Written technical response as to how the supplier can meet the System Objectives/Goals identified in Section 3, below, including, but not limited to, the following:
· System design / features
· Plan view drawings
· Safety features
· Performance
· Supplier information, history, and experience
· Company information to include company name, any subsidiaries or associated companies, company address, company website, company overview, and Point of Contact name and phone number/email address.
· Information detailing the supplier’s current and past history and experience in providing the offered technology/solution
· Financial capability information
· Information to sufficiently demonstrate the supplier’s financial and organizational capability, including relevant past performance history and information demonstrating the financial strength (e.g., balance sheets or income statements) and resources available to manage and execute the development and production of the solution. Dun & Bradstreet information and rating should be included.
· Production/Delivery Schedule
· Estimated schedule for a system after a contract award. Schedule should include manufacture, machine assembly / test, shipping, installation, and commissioning.
· Rough Order of Magnitude (ROM) for:
· Quantity of 1
3. System Objectives / Goals
The Postal Service is seeking a Stamp Dispensing System with the attributes described in this section.
3.1. Stamp Characteristics
The USPS desires capability to dispense stamp stock belonging to two categories, “2D” and “3D.” The Stamp Dispensing System must, at a minimum, accept and dispense stamp stock units that meet the following physical requirements:
2D Stock:
Dimension
Minimum
Maximum
Length
124 mm
332 mm
Height
215 mm
277 mm
Thickness
0.15 mm
1.50 mm
Weight
1 oz
2.5 oz
Stamp stock characteristics include, but are not limited to, sheets, panes, plastic wrapped or overwrap panes, and flimsy.
3D Stock:
Dimension
Minimum
Maximum
Length
26 mm
222 mm
Height
29 mm
273 mm
Thickness
4 mm
37 mm
Weight
1 oz
2 lb 6 oz
Stamp stock characteristics include, but are not limited to, coils and packs.
3.2. System Input
The dispensing system will allow stocking of multiple stamp stock items (same SKU (stock keeping unit)) in each dispenser’s hopper.
The dispensing system will interface with invoice information to determine the SKUs intended for each tray.
3.3. System Output
The dispensing system shall output stamp stock units into a tray that is either specifically designed for that system or a pre-existing USPS Stamp tray. The dispensing system must be capable of integrating with the USPS facility tray material handling system.
USPS Stamp Order Tray (22.875” L x 14.25” W x 8.5” H)
3.4. System Performance (Goals)
The dispenser shall include, but is not limited to, the following machine features:
· System throughput
800 Orders / Hour
· Operator / Maintenance interventions (jams, etc.)
1 / 100 orders processed
· Error rate (Missed or Double Feeds)
0%
3.5. Machine Design
The dispenser design shall include, but is not limited to, the following machine features:
· Capacity to dispense up to 500 SKUs
· To allow for flexibility and variability of facility floor space layout, it is desired that:
· The dispenser be a modular design that can accommodate a SKU range between 100 and 500.
· The dispenser has stock type flexibility (2D vs 3D) that can allow the system to be changed as SKUs are introduced/removed from circulation.
· Error detection system – Machine has capability of alerting operation when an issue (jam, double feed, etc.) occurs.
· Smallest machine footprint - while accommodating desired number of dispensers.
· Maintenance diagnostics
· Capability to interface with existing USPS network
· System should include an Application Programming Interface (API)
3.6. Space Constraint
The dispensing system design must be able to fit inside of the allocated space shown in the figure below. This includes space for egress and operators to operate the system.
