About this file

This document is a user guide for Wisconsin's Statewide Office Furniture Contract 505ENT-M24-OFFURNITUR-00, managed by the Wisconsin Department of Administration State Bureau of Procurement. The contract is mandatory for all state agencies and University of Wisconsin system campuses, with optional participation available to cooperative purchasing groups including municipalities, school districts, tribal governments, and other states and their governmental units. The contract operates in conjunction with the Bureau of Correctional Enterprises (BCE) Office Furniture Contract and includes participating addendums referencing appropriate NASPO Master Agreements.

The contract covers six categories of commercial office furniture: office seating and accessories, panel systems and accessories, lounge and public seating, storage and accessories, desks and tables, and architectural products. The five-year term runs from January 22, 2023, to January 21, 2028, with no renewal option. Pricing is structured as manufacturer discounts from published price lists, delivered and installed FOB, with additional delivery-only discounts available. Volume discounts apply to specific product categories including ergonomic seating, non-ergonomic seating, filing, metal storage, and wood case goods. Wisconsin state law mandates that agencies first offer BCE the opportunity to meet furniture needs at comparable prices before utilizing other contract vendors. All products carry minimum 10-year warranties, and the contract supports both purchase order and purchasing card payment methods while prohibiting extra fees such as small order or special order charges.

Contact the DOA Contract Manager with any Contract related questions. Authorized Users are also encouraged to contact their agency/campus purchasing office with general questions.

Bureau of Correctional Enterprises (BCE) Wisconsin Statute 16.75(3t)(c) defines state agency/campus requirements to purchase materials, supplies, equipment, or contractual services from prison industries when the Bureau of Correctional Enterprises (BCE) is able to provide comparable products at comparable prices. When using mandatory contract 505ENT-M15-BSIOFFURN-01 for the purchase of office furniture, each agency/campus must first offer BCE the opportunity to meet their needs by requesting a standard quote, or formal project bid. If BCE determines it cannot meet the agency/campus furniture specifications at comparable prices, then BCE will issue the requesting agency/campus a waiver to purchase some or all of the project from another vendor.

Quotes from additional dealers may be requested simultaneously or after BCE is given an opportunity, but not before.

According to PRO-C-33 (Procurement from Badger State Industries) of the State Procurement Manual, “BSI/BCE will review agencies’ requirements to determine its ability to provide commodities or services per the specification and delivery dates within five (5) working days of receipt of agency requirements.” The five-day turnaround refers to the amount of time that BCE has to respond to the agency/campus regarding whether or not they can supply the product/service within the requested timeframe. BCE is not required to provide a quote in that timeframe.

For large projects, BCE may need to go on-site to evaluate the project in order to provide a quote. Communication between the agency/campus and BCE will determine the timeframe and the needs of the project. If an agency/campus considers BCE’s turnaround time for quotations and/or delivery to be excessive or unreasonable, contact the BCE Sales and Marketing Manager, and/or the DOA Contract Manager.

Agencies and UW campuses cannot request unreasonable turnaround times from BCE in order to obtain a waiver to purchase from another Contractor.
