About this file

This is a Request for Proposal (RFP) solicitation document from the University of Connecticut Health Center (UConn Health) seeking qualified organizations to provide workers' compensation and Veterans Affairs claims collection services. UConn Health is requesting proposals to manage and process complex workers' compensation and Veterans Affairs claims with full compliance to Connecticut workers' compensation statutes, federal Veterans Affairs procedures, HIPAA requirements, and applicable state and federal regulatory standards. The solicitation opened September 14, 2026, at 4:30 PM EDT with a proposal deadline of October 12, 2026, at 2:00 PM EDT. Vendor questions and answers are accepted from September 14, 2026, through September 21, 2026, at 2:00 PM EDT. The contract term is five years, with an anticipated start date of March 1, 2027, through February 28, 2032, and UConn Health retains the option to renew for two additional two-year periods. The contract will be awarded to a single supplier, and delivery terms are Free On Board Destination.

Proposers must demonstrate a minimum of five years of continuous experience providing workers' compensation and Veterans Affairs claims collection services under the same business name and tax identification number, and must provide three current client references and one previous client reference with none from UConn Health. All proposal responses must include answers to 57 scope-related questions, company qualifications documentation, cybersecurity requirements documentation, and pricing. Pricing shall remain fixed throughout the contract term with no increases to handling charges, though proposers may offer cash discounts for prompt payment with net 45-day payment terms. Integration with Epic electronic health record systems is required. Subcontracting and offshoring are not permitted, and noncompliance with submission requirements may result in bid rejection. All proposal sections must be completed in their entirety, all forms must be signed and dated, and responses must be submitted electronically via email. The award may be issued as a purchase order or contract at UConn Health's sole discretion and may be processed through either UConn Health or The University of Connecticut Health Center Finance Corporation.
