About this opportunity

The University of Connecticut Health Center (UConn Health) is requesting proposals from qualified organizations to provide workers' compensation and Veterans Affairs claims collection services, with proposals due October 12, 2026 under RFP UCHC-219734897. The contract term is five years (approximately March 1, 2027 through February 28, 2032) with UConn Health holding the option to renew for two additional two-year periods.

Proposers must demonstrate a minimum of five years of continuous experience providing these services under the same business name and tax identification number. The scope encompasses managing and processing complex workers' compensation and Veterans Affairs claims with full compliance to Connecticut workers' compensation statutes, federal Veterans Affairs procedures, HIPAA requirements for health information, and state and federal regulatory standards. Proposers must document capabilities for accurate record-keeping, timely claim submission, confidentiality and data security, and coordination with relevant agencies. Integration with Epic electronic health record systems is required.

Proposers must submit complete responses to 57 scope-related questions, company qualifications, three current client references and one previous client reference (none of which may be UConn Health), cybersecurity requirements documentation, and pricing. Pricing shall remain fixed throughout the contract term with no increases to handling charges; proposers may offer cash discounts for prompt payment. Payment terms are net 45 days. All proposal sections must be completed in their entirety, all forms must be signed and dated, and responses must be submitted electronically via email by the deadline. Noncompliance with submission requirements may result in bid rejection.

UConn Health expects to make one award to a single supplier. Subcontracting and offshoring are not permitted. The award may be issued as a purchase order or contract at UConn Health's sole discretion and may be processed through either UConn Health or The University of Connecticut Health Center Finance Corporation.
