About this file
This technical requirements document specifies requirements for a dual-cool HVAC system with remote condenser to replace an existing chilled-water system at Eglin Air Force Base. The new system must have a maximum dimension of 9' L x 3' W x 6'9" H for the HVAC unit and secure a remote condenser to a concrete pad no larger than 10' L x 5' W. It must withstand local environmental conditions, have smoke and moisture sensors with alarms, and use digital scroll compressors and variable speed fans. The system must provide 070 kW of cooling capacity at specified conditions. Installers must be EPA Section 608 certified and the equipment must meet ASHRAE standards. The interface and documentation must allow for easy configuration, monitoring, installation and troubleshooting. Onsite training will be provided upon acceptance.
The related federal contract opportunity is a solicitation from the Department of the Air Force Materiel Command Test Center to provide a Liebert dual-cool HVAC system meeting the above technical requirements.

July 17, 2023
Purpose:
The purpose is to remove and replace an existing chilled-water HVAC system with a new dual-cool (chilled-water and refrigerant coil) HVAC system with remote condenser. This is required to provide redundancy and better protect a 360-battery 1.2kW uninterruptible power supply and power distribution unit from overheating in the event of power surges or outages.
Specifications:
Maximum dimension of HVAC unit is 9’ L x 3’ W x 6’9” H.
Remote condenser must secure to concrete pad no larger than 10’ L x 5’ W.
Construction and Environmental Considerations: External units must be able to withstand local environmental elements i.e., wind, salt air, operating temperature range, humidity tolerance, and other factors suitable for Eglin AFB.
HVAC unit must have smoke and moisture sensors with unit alarm.
HVAC unit must have digital scroll compressors.
Condenser unit must have variable speed fans.
Power Specifications: Input Supply Voltage: 460 Volt, 3 Phase, 60 H.
PerformanceCapacity: Nominal 070 kW (20 Ton) Air Cooled Upflow System with a net sensible cooling capacity of 72°F, 50% R.
Certification and Compliance:
HVAC technicians must be certified under the Environmental Protection Agency's Section 608 of the Clean Air Act.
Equipment must comply with American Society of Heating, Refrigerating and Air-Conditioning Engineers certification standards.
User Interface: Equipment must have a human machine interface for easy configuration and monitoring.
Documentation: Comprehensive documentation and user guides for installation, configuration, and troubleshooting as built information.
Technical Support: Must respond within 24 hours of notification for technical support if system fails within warranty period.
Training: Provide training for 2 personnel on day of acceptance. Training will consist of use, troubleshooting, modes and general maintenance requirements.
