MEMORANDUM FOR RECORD
SUBJECT: Solicitation FA282323Q0048 Questions and Answers
1. For this project there will need to be significant electrical upgrades. Who is responsible for electrical upgrades for new equipment?
a. The contractor shall provide all labor and materials for electrical requirements.
2. The equipment will have to be down for a certain period of time will we need to provide temporary cooling?
a. No, the government will coordinate temporary cooling as required. Start date will need to provide for planning purposes.
3. Who is responsible for controls and programming if necessary?
a. The Contractor shall be responsible for the controls set up and liaison with the facility manager to schedule the fire alarm system disconnect and reconnect.
4. Does the new unit require to be on UPS?
a. No, the CRU is not on the UPS but is connected to the backup generator system.
5. Can the response date be extended to August 25th?
a. The government has determined an extension of this solicitation to 25 August
2023 at 11:00am CDT is acceptable.
6. Is there a completion date specified and are there any liquidated damages if project is not completed by specified date?
a. Requested completion date is identified in Delivery Schedule of the SF1449 solicitation document. This is a commercial purchase and commercial contract terms and conditions will apply in the seeking of damages in the event of delivery dates being missed.

7. Requesting confirm the August 14 at 11:00am EDT close of solicitation.
a. Close date and time of solicitation will be extended to 25 August 2023 at 11:00am
CDT as reference in Question 5.
8. Requesting confirmation of construction cost estimate or a construction cost range for the project.
a. This requirement is a commercial commodity purchase including installation.
Davis-Bacon Act wage determination and applicable construction clauses have and will be included in the solicitation and award to cover work to be completed.
However as this is not a construction requirement, a ROM or cost estimate will not be provided.
9. Requesting confirmation of planholders list/bidders list or non-mandatory pre-bid attendance list.
a. As stated, this requirement is for a commercial equipment purchase and installation. There is no planholders list/bidders list or non-mandatory pre-bid attendance list.
10. Requesting confirmation of any addenda that have been released.
a. There have been no prior amendments to the solicitation.
11. Requesting confirmation of best time to follow up for bid results.
a. Please allow at least one-week post-solicitation close before following up to provide time for the government to evaluate offers.
