STATEMENT OF WORK (SOW)

513th Electronic Warfare Squadron (EWS)

CRU11 Liebert HVAC Upgrade

17July 2023

Part 1: General Information

1.1. Introduction

1.1.1. Customer request to remove and replace an existing chilled-water HVAC system with a new dual-cool (chilled-water and refrigerant coil) HVAC system with remote condenser.

1.2. Background

1.2.1. The United States Reprogramming Laboratory (USRL) requires the removal of Liebert water-chilled cooler. The unit is to be replaced with a dual-cooled system that consists of chilled-water and a refrigerant coil with remote condenser. To provide redundancy and protect a 360-battery 1.2kW uninterruptible power supply and power distribution unit from overheating in the event of power surges or outages.

1.3. Scope

1.3.1. Remove and replace existing Liebert chill-water system in B614 Rm-194 with new Liebert DS Precision Cooling system or equivalent. Demolish and dispose of existing Liebert chill-water system. Install and integrate new Liebert MC Air-Cooled Microchannel Condenser or equivalent on new concrete pad near existing condensers. Equipment must comply with American Society of Heating, Refrigerating and Air-Conditioning Engineers certification standards and be compatible and interoperable with the 513 EWS current infrastructure. Work will be performed during normal hours of operation Monday through Friday. Base access will be coordinated as required with Site Security Manager listed in para 2.3.2.

Part 2: Work Requirements

2.1. Technical Requirements

2.1.1. After award review scope of service with onsite personal along with current equipment lead times.

2.1.2. Coordinate with 513 EWS Facility Manager (Brody Bonta) who will coordinate with 96 CEG/CEN PM (Jennifer Ziegler) for electrical and provide necessary power and breakers and relocate, existing 115-volt outlet at ground level for relocation for concrete slab as required.

2.1.3. Modify existing refrigerant support system and relocate stands to top side of existing concrete.

2.1.4. Coordinate core drilling requirements with 796 CES/CEOER PM and 513 EWS Facility Manager for access points for refrigerant piping.

2.1.5. Form and pour new concrete slab on agreed upon location during walk through.

2.1.6. Install new Liebert MC Air-Cooled Microchannel Condenser, Model

MCL110E8AD0AXR or equivalent and provide aluminum legs for support as required.

2.1.7. Run new refrigerant lines through access holes. New refrigerant lines and electrical conduit will be fastened on bottom side of existing piping support system.

2.1.8. Secure new Liebert condenser or equivalent to concrete foundation.

2.1.9. Demo out and dispose existing Liebert chill-water system.

2.1.10. Install new Liebert DS Precision Cooling System, Model VS070DDA1EI9DZ0 or equivalent and provide stand for support.

2.1.11. Request facility manager coordinate burn permit with Eglin Fire Department if welding or brazing is required. Connect refrigerant lines between, pressurize and leak check connections. Evacuate to 500 microns or below and charge with new 410a refrigerant.

2.1.12. Pipe in chill water coil, pressurize and leak check connections.

2.1.13. Insulate chilled water lines.

2.1.14. Seal with proper fire blanket and caulk as needed on core drills.

2.1.15. Provide factory start up and perform applicable safety checks.

2.1.16. Start unit and check for proper operation.

2.1.17. Review completed work with Facility Manager (Brody Bonta or Tony Stamm).

2.1.18. Provide training for 2 personnel on day of acceptance. Training will consist of use, troubleshooting, modes and general maintenance requirements.

2.1.19. Clean up work area and dispose of all excess materials daily.

2.2. Deliverables

2.2.1. Documentation

Documentation will include the following:

A test result document for newly installed cooling system and remote condenser that clearly shows the customer has witnessed the above noted test procedures and signed off as working.

Any copies of hardware manuals delivered with the new installed equipment.

A Letter of Warranty indicating the selected period of warranty and the items covered by the warranty.
