About this file
This is a Third Amendment to a Request for Quotation (RFQ) issued by the Commonwealth of Massachusetts Executive Office of Health and Human Services Department of Mental Health for Interpreter Services Scheduling Software as a Service. The amendment, dated October 1, 2026, modifies the original RFQ BD-27-1022-DMH08-8210C-133851 posted on COMMBUYS. The primary change corrects a reference in Page 2, subsection 2, updating the framework from ITS75 to ITS86. DMH has intentionally posted this RFQ to the open market to solicit competitive solutions from software-as-a-service providers and software publishers. Interested vendors may propose solutions by partnering with established resellers on the ITS86 framework. No other modifications to the Request for Quotation were made in this amendment.
The amendment does not address pricing terms, contract duration, renewal options, funding sources, or award dates within its scope. As a clarification document, it serves solely to correct the framework reference and reaffirm the open market approach to vendor solicitation.

The Request for Quotation is amended as stated below.
1. On Page 2 subsection 2 has a correction we are changing from ITS75 to ITS86. The corrected language is as follows.
DMH has intentionally posted this RFQ to the ‘open market” to elicit market interest. Any software-as-a-service (SaaS) provider / software publisher in the market that wants to propose a competitive solution to the Commonwealth may do so by working with any of the established Resellers on ITS86.
No other changes are being made to the Request for Quotation.
