About this file
This is a Detailed Cost Response document for a Request for Quotation (RFQ) issued by the Department of Mental Health (DMH) Information Technology Services for Interpreter Services Scheduling Software as a Service (SaaS), with an anticipated implementation date of September 2026. The RFQ requires bidders to provide comprehensive pricing for a software solution that will manage interpreter scheduling operations. The document establishes the framework for cost submissions but does not specify project quantities, response deadlines, site visits, bidders' conferences, award dates, or contract term and renewal details within this particular file.
Bidders must submit detailed cost responses organized into six primary categories: software licensing, maintenance, and support costs with annual breakouts for Years 1 through 5; annual SaaS subscription fees with tiered options (Silver, Gold, Platinum, and other) that remain fixed for the contract term with permissible increases not exceeding three percent annually; professional services pricing including hourly rates for key personnel and fixed-price deliverables with defined payment milestones; optional modules and functionality pricing for planning purposes only; and unanticipated customization service rates with separate hourly rates for the pre-final acceptance period and Years 1 through 5 of maintenance and support. The RFQ requires bidders to clearly specify their licensing model attributes, per-user incremental costs, core and optional functionality pricing, and enterprise license availability and scope. DMH reserves the right to negotiate the definition of "enterprise" to include the Executive Agency of the Commonwealth of Massachusetts, and professional services fees may be subject to a fifteen percent holdback pending successful completion of the warranty period.

In the sole discretion of DMH, professional services fees may be subject to a fifteen percent (15%) holdback, to be released upon the successful completion of the warranty period.

4. Service Rates Vendor must define the hourly rates or fees for additional customization services that may be available but not needed to implement the Solution. Standard operating guidelines are that customizations will not be the preferred method if software configurations can achieve the same result. Customizations which are outside of the approved scope of work defined in the implementation plan will require execution of a DMH Approved Change Order and DMH approval prior to beginning the customization.
