About this file

This is a Services Proposal and Fees Template Attachment for a Course Design and Development RFP issued by the Office of the Vice Provost for Online Education and Digital Innovation at the University of Virginia, with responses to be submitted through the UVA Public Workday Spend System portal. The RFP solicits vendors to provide course design and development services across three service tiers—Foundation, Enhanced, and Immersive—each priced on a flat per-course basis for semester-long, 3-credit courses with 4–5 month development timelines. Services include video production, interactive content development, audio production, graphics design, learning experience design consultation, and quality assurance. The template requires vendors to specify pricing for individual course tiers, hourly rates for various professional roles (Senior Learning Experience Designers, Multimedia Developers, Project Managers, QA/Accessibility Specialists, and Subject Matter Experts), and à la carte rates for discrete media assets and advisory services. Vendors must also disclose which AI-assisted production tools are included as standard offerings within each tier versus available as separate add-ons.

The pricing structure permits volume-based discounts for course-based engagements (5–10 courses annually through 20+ courses annually) and spend-based discounts for media-only and advisory services ($10,000–$24,999 annually through $50,000+ annually). Vendors are required to complete all applicable sections of the template and clearly state assumptions, exclusions, and pricing conditions in Section 9, including travel costs, rush fees, revision policies, and SME sourcing processes. The template accommodates specialized services such as course revisions, course redevelopment, accessibility audits, faculty development workshops, and strategic consultation, with vendors able to propose alternative discount structures if clearly defined. No specific contract term, renewal options, award date, or response deadline is provided in this template document.

Section 1: Course Design and Development All tiers assume a semester-long, 3-credit course with a 4–5 month development timeline. Vendors must provide a flat per-course fee inclusive of the defined media package. For multi-course programs, course template development is completed once and applied across all courses; include in program-level pricing, not per-course pricing. Faculty time is noted for context only and is not included in vendor cost. Vendors must clearly state which AI-assisted production tools (e.g. avatar video, AI-generated video, AI voiceover) are included as standard within each tier versus available as add-ons priced in Sections 3–6.
