Fort Wainwright Snow Removal Plan For
Demand Maintenance Orders (DMOs):
Snow Removal and Ice Control Services
The Contractor shall provide snow pack removal and ice control services, which includes requests for removal of snow and sanding of ice conditions beyond the regular schedule maintenance task when directed by Government. Locations include all areas covered under this contract.
For Preventive (Scheduled) Maintenance:
Snow Removal Support – Airfield
Fort Wainwright Ladd Army Air Field snow removal services are governed by AR 420-1 (para 7-
15) and FAA Requirements. Snow Removal operations for post roadways and the airfield shall occur simultaneously. Neither shall have priority over the other. Typical season is October – April.
Snow falls have been recorded in September and May.
Airfield Snow removal shall begin when a snow event/drifting snow accumulates 2 inches in depth on surfaces and must be completed within 24 hours of the end of the event. Designated emergency service lanes along the South Taxiway from Fire Station 1 to Hangar 6 snow removal shall begin when snow event/drifting snow accumulates 1 inch in depth on surfaces and must be completed within 8 hours of the end of the event. The Contractor shall insure that 24 hour access to the active airfield areas will be available to emergency crash equipment and personnel.
Runway, taxiway, fuel delivery accesses, aircraft ramps and parking areas shall be free of snow accumulations and ice buildup. Snow accumulations on the outside of runways and taxiways shall be maintained below four feet in height to the edge of the paved surface. Runway acceleration and deceleration zones shall be free and clear of snow and ice. No snow shall be piled on the center grassy area on the West end of the South Taxiway. The Contractor shall maintain line-of-site between Pads 2 and 3 to Building 1579. The airfield POL points shall be readily accessible by aircraft crew and emergency personnel. Airfield snow removal must be completed within 24 hours after the completion of the snow event.
Grey Eagle De-ing Airfield Ice Control: The contractor will maintain a Runway Condition Reading (RCR) of 19 for a 5,000’ length and 100’ width on the east end of the runway for Grey Eagle operations. Maintain RCR 15 for a 30’ width of the remaining runway, west taxiway Echo and ramp maintained for taxiing. Contractor will provide a 24-hour weather watch to observe the airfield and decide on the snow and ice removal strategies as events occur. Personnel will operate equipment as needed 24/7 during snow and ice events to prevent compacted snow and ice accumulating on the surfaces. Anti-icing chemicals including E-36, isopropyl alcohol, and NAC pellets will be used in airfield ice control. The contractor will purchase the chemicals in sufficient quantities and use them only after approval from the COR. The COR will consult Airfield Manager before approving use of the chemicals. Government will reimburse the contractor for the cost of chemicals. The contractor should expect airfield de-icing control operations to begin for the FY23 snow season. If funds and equipment have not been provided and acquired from the Government, contractor will maintain airfield as described in Snow Removal Support – Airfield referenced above.
Specific Tasks
Under snow removal conditions the following tasks and standards will be required:
1. All equipment and personnel engaged in airfield operations will have voice radio communications with airfield operations (AFO) or the air traffic control tower (ATC) at all times while inside aircraft movement areas.
a. Equipment operators will request permission from AFO or ATC to enter, exit, or cross active aircraft areas.
b. AFO or ATC will alert equipment operators of inbound or outbound aircraft, and provide safety instructions to be followed.
2. All snow removal equipment will be equipped with operational strobe or rotating beacon hazard warning lights. Lights will be in operation at all times while in aircraft movement areas.
Snow Removal Support – Bureau of Land Management (BLM)
The Contractor shall provide snow removal support, one (1) time annually, typically March of each winter season, exact date of removal will be provided by the COR when requested by BLM. Snow will be removed from BLM apron area that is adjacent to the north taxiway and south of the BLM complex, total area to be clear is 16 acres. Snow will be stationed at the center of the airfield.
Snow will not be removed or hauled to a snow dump area.
Snow Removal and Ice Control - Roads
The Contractor shall follow the Snow Removal Task list for specifications in clearing and removing snow from paved road surfaces as snow events occur. Priorities are identified on the post snow removal map and preventative maintenance task list for this task.
Typical season is October – April. Snow falls have been recorded in September and May.
The Contractor shall provide continuous snow event removal and ice control operations to include nights, weekends, and holidays as directed by the government, on all areas identified on the Snow Removal and Ice Control Map. Snow Removal operations for post roadways, the airfield, parking lots and sidewalks shall occur simultaneously. One shall not have priority over the other.
Road Snow Event Snow Removal Guidelines:
• Primary Roads: Snow removal shall begin when a snow event/drifting snow accumulates 2 inches in depth on surfaces and must be completed within 24 hours of the end of the event.
• Sidewalks: Snow shall be removed from sidewalks listed in TE 67. Sidewalks shall be cleared simultaneously with the road. No windrow shall be left behind between the road and the sidewalk.
• Running Route/Bike Path: Snow shall be cleared on running route/bike path simultaneously with the primary roads.
• Secondary Roads: Snow removal for secondary roads will begin when snow accumulates to 4 inches and must be completed within 48 hours of the completion of the snow event/drifting event.
• Mission Essential Buildings/Areas snow removal begins when snow accumulation reaches two (2) inches in depth on surfaces and must be completed within 8 hours of the end of the event. This will include a two-lane pass through of each parking lot to allow easy access for building occupants. The contractor shall be careful not to leave a berm
1. During working hours as directed by the KO snow removal may be required prior to two
(2) inches of accumulation when continued snow fall is expected.
2. All snow removal priorities requiring pickup and hauling of snow from roads shall be completed for a snow event within ten (10) days after the end of the event. All berms and piles shall be picked up and hauled away to include clearing of snow from government owned fire hydrants, pedestrian cross walk signals and borough bus stops.
3. Between triggered events, Snow hard-pack accumulation shall not be more than one half inch above the running surface of the road pavement, sidewalk, or unpaved surface. Snow shall be removed across the full width and length of surface areas requiring snow removal, to include the crowns created in the center of the road surface. All non-curbed paved roads will be cleared at a minimum of 12 inches past the fog line.
4. Height of snow berms at roadside and intersections shall not exceed thirty-six inches.
This height standard applies to a minimum distance of fifty feet back from intersections and parking area entrances/exits.
5.
Special Areas and Considerations
1. Refuse containers located in the snow removal areas shall be left accessible for customers and the refuse collection equipment following snow removal operations.
2. Berms of snow or ice shall not be allowed to block road, railroad crossings or intersections.
3. Snow pack shall be removed around of all obstructions or permanent structures within a snow removal area, such as telephone poles, head bolt heaters, culverts, utility pedestals and parked vehicles. The Government shall be notified of parked, stalled, or abandoned vehicles or equipment in the way of snow pack removal operations within eight hours after operations in that area commences.
4. Continuous traffic flow shall be maintained in both directions during snow pack removal operations in primary and secondary areas.
Monterey Lake Memorial Park Park area is considered secondary priority and is to be cleared of snow from access point south of parking area on Rhineland Avenue to access point north of parking area on Ile De France Ave.
Snow shall be blown off center memorial, smaller memorial markers and benches as needed. The Contractor shall remove trash and debris as necessary. The Contractor shall provide place markers for quick identification of areas to be cleared before first snow fall.
Road Surface Ice Control Operations (Sand/Gravel) Ice control operations shall begin within one hour of ice on road surfaces or by notification by the Government. Gravel shall also be added after snow removal operations. Application amounts are determined by road conditions at time tasks are performed. Prioritized chip gravel or sand Application Route can be found in TE-68. All chip gravel that is spread will be removed after breakup within 30 days of notification from COR. Contractor will be given a one week advance notice.
Specific requirements
1. During a snow event application of gravel shall follow guidelines set in this task for snow event operations.
2. The Contractor will begin application within one (1) hour of notification by the government.
3. The Contractor will have 4 hours, after original notification by government to complete the gravel application of all locations found in Snow Removal Priority listing.
4. The Contractor shall be directed to continue spreading gravel onto road surfaces, depending on weather and road safety conditions as determined by random road safety inspections conducted by the COR or their authorized representative.
5. Application of gravel chips to road surfaces will begin 75 to 100 feet from intersections, driveways, turn lanes, in and out lanes on specified parking areas and other areas as designated and continue through the operational area.
6. Application will stop when vehicle is safely beyond the vehicle maneuver area.
7. Amounts and quantities of chip gravel applied per pass will be, under normal conditions, of a quantity and spread pattern across the road surface that provides motor vehicle with significantly improved vehicle traction and driving safety characteristics.
Snow Dump Operations and Maintenance During a winter season, snow dumps are operated for the storage and disposal of snow.
The locations are:
Located in the open area north of Gaffney near west of railhead loading dock Located in the open area on the North, East and West of Building 3380 Located in the open area north side of Oak Avenue south 3728 Located in the open area south 3584 on Meridian
Operations include:
Keeping entrances and driveways clear and open to truck traffic.
Keeping snow pushed or blown into high piles.
Keeping area free of litter and trash.
After breakup and when snow dump has melted and is free of snow all litter and trash shall be removed.
YTA – Snow Removal Snow plowing operations shall commence when snow fall is estimated to accumulate greater than four (4) inches of snow on the roadway in the deepest snowfall area.
Snow plowing operations per snowstorm or snow drifting event shall be completed within 72 hours after the end of the event. Achieve full winter road width with definition on the YTA Main Route within 24 hours after the end of the storm and within 72 hours for the remainder of the roads. Do not plow snow beyond the drivable road surface.
Hard Pack Removal and Break-up Hard pack removal will most likely be necessary mid-winter, and again just before spring. During breakup the road shall change from being defined by a snow step at the shoulder to being defined by cut ditches. Make every reasonable effort to prevent water or slush from forming or accumulating or standing on the road or on the shoulders. Remove hard pack and ice before it turns to slush. Ensure that ditches and culverts drain freely.
Graveling or Sanding Graveling is required on hills, curves, intersections and roadways to include the bridge on Manchu Lake Trail over Moose Creek, approach areas to range facilities and roads and parking lots.
Serration of hard pack is an approved technique for maintaining traction whenever it is feasible.
DTA – Snow Removal Snow plowing operations shall commence when snow fall is estimated to accumulate greater than six (6) inches of snow on the roadway in the deepest snowfall area. Snow plowing operations per snowstorm or snow drifting event shall be completed within 72 hours after the end of the event. Do not plow snow beyond the drivable road surface.
Wing back snow at the shoulders to provide additional snow storage as needed. Do not plow snow beyond the drivable road surface. Snow shall not be plowed into ditches on roadways and into the surrounding area adjacent to any parking lot unless it is fenced and removal of accumulated snow becomes a necessity to maintain adequate parking.
Hard Pack Removal and Road Shoulder Definition Hard pack removal shall be monthly beginning November, continuing through March. During breakup the road shoulder definition shall change from being defined by a snow step at the shoulder, to being defined by cut ditches. Make every reasonable effort to prevent water or slush from forming or accumulating or standing on the road or on the shoulders. Remove hard pack and ice before it turns to slush. Ensure that ditches and culverts drain freely.
Snow Fences and Sanding Installation of snow fencing shall be limited to areas of historically deep snow drifting. These materials will be spread on dangerous hills, curves, intersections, roadways, and approach areas to range facilities roads and parking lots. Sanding shall allow for reasonable braking on all roads at all times. Serration of hard pack is an approved technique for maintaining traction whenever it is feasible.
Snow Removal and Ice Control – Org and Non Org Parking
Parking Areas as listed in TEs 81 and 82. The Contractor shall provide snow hard pack removal to all Org and Non-Org Parking areas as requested by the KO/COR. Snow will be removed from the surface of parking lot exposing pavement and parking lot striping. Snow pack shall be removed from parking areas, around HBO’s located throughout parking lot and will include paved areas that provide alternate access points to the facilities i.e. mechanical rooms or driveway circles. The Contractor shall clear parking areas when notified by KO or COR. The government estimates approximately 600 lots to be cleared between November and April of each year. Snow Hard-Pack shall be removed from the full width of the parking areas and removed or pushed to designated locations. The government and contractor will share in coordination efforts with facility managers for clearing of parking lots, removal of equipment and vehicles in support of these clearing efforts.
These requirements shall be accomplished through direct communication with facility managers and commands, as well as via signage (sandwich boards). The contractor shall post these signs in parking lot entrances 72 hours ahead of time communicating requirements to patrons etc.
The contractor shall clear a double pass through lane in each Non-Org parking lot after each snow event with an accumulation of six inches or more.
Scheduled Sweeping Support – Paved Surfaces
Road surface cleaning and sweeping will begin at the end break up each year and continue for the period of April - September. The COR will provide the Project Manager one (1) work week advance notification of when road cleaning and sweeping maintenance is to begin. Contractor shall perform these tasks to the following standards.
1. The Contractor shall sweep, vacuum, and use magnetic sweeping equipment to remove from road surfaces chip gravel, stones, litter, metallic fragments of one-sixteenth inch (1/16) in size or dimension, and all other similar debris found along road surfaces and shoulders.
2. The Contractor will be responsible for maintaining air quality standards as required by 42 USC 7401 and 18 AAC 50 in relation to fugitive dust generation. The Contractor shall apply water to road surfaces when necessary to reduce fugitive dust concentrations.
3. The Contractor shall ensure all road intersections are clean and free of accumulations of chip gravel, sand and other similar debris materials from the previous winter season’s application for traction control.
4. The Contractor shall post traffic-warning signs in the immediate work site area. The Contractor shall remove these signs as soon as the work is complete or at the end of each workday.
Annually-After breakup Parking lots and paved surfaces All paved surfaces including parking lots will be swept of debris and chip gravel left from winter season. Parking lot sweeping of winter season chip application must be completed within 30 days after notice to begin is issued by the COR/ACOR.
Airfield All access points will be swept to remove debris left behind from snow removal operations.
Designated areas will be swept once in the spring and monthly May through September.
LOGCAP Sprung Structures
Contractor shall ensure a pathway of 25 feet around CRTFs and WMF is free of snow accumulation, piles, or drifts by removing all snow and ice. Remove snow and ice from the site after each precipitation event or series of events that results in accumulation of two (2) inches or more on the ground surrounding the structures. Structures to include, fuel storage tanks, obstacles, and pedestrian entrances. Snow must be completely removed from around all tents within ten days (10) of the event (or series of events) conclusion.
