TARTA Transit Hub Elevator Addition - Project Manual Summary
This is a project manual prepared by Richard L. Bowen + Associates Inc. (Architect) for the Toledo Area Regional Transit Authority (TARTA) for the construction of a new passenger elevator and shaft at the Transit Hub located at 612 N. Huron Street, Toledo, Ohio 43604. The project scope includes the addition of a new hydraulic elevator to provide accessibility to all building levels and the demolition of an existing exterior loading area. The bid set was issued on August 31, 2026, and is structured as a single prime contract based on a stipulated (lump sum) price. The project manual establishes detailed specifications across 26 divisions, including general requirements, concrete, masonry, metals, wood, thermal protection, openings, finishes, specialties, and mechanical, plumbing, HVAC, and electrical systems. The contractor must submit a schedule of values using AIA Form G703 within 15 days of the Owner-Contractor Agreement, along with a preliminary construction schedule within 10 days and a complete Critical Path Method (CPM) schedule within 20 days of review. Progress payments will be submitted using AIA Forms G702 and G703 at intervals stipulated in the agreement, with applications including construction progress schedules, partial lien releases, and project record documents. All submittals must be made electronically through the Newforma Project Center submittal service; paper and email submissions will not be reviewed.
The contract requires compliance with prevailing wage rates established by the U.S. Department of Labor and the State of Ohio Department of Industrial Relations for Lucas County, with rates effective July 30, 2025, including classifications for skilled trades such as Asbestos Workers with journeyman rates of $69.56 per hour plus fringe benefits totaling $69.56, resulting in a total prevailing wage rate of $88.56 per hour. The project is subject to federal requirements including Davis-Bacon Act compliance, Byrd Anti-Lobbying Amendment certification (applicable for contracts exceeding $100,000), and Build America/Buy America provisions. The contractor must provide performance and payment bonds, general liability insurance, and maintain a quality control plan compliant with ASTM standards. Testing and inspection services are required through an independent laboratory accredited under IAS AC89, with costs borne by the contractor for specified testing and by the contractor for additional tests beyond those specified. The project allows for owner occupancy of adjacent portions of the existing building during construction, requiring coordination of work schedules and maintenance of all code-required emergency exits. Substitution requests during bidding must use CSI Form 1.5C and during construction must use CSI Form 13.1A, with requests considered only within 15 days after the date of agreement and at least 14 days prior to the required review and approval date to remain on schedule.
