About this file

This is a Lobbying Certification document required for federal contract awards exceeding $100,000, applicable to the Transit Hub Elevator Addition project in Ohio. The certification pertains to compliance with the Byrd Anti-Lobbying Amendment (31 U.S.C. 1352) and the Lobbying Disclosure Act of 1995. The document establishes requirements for contractors bidding on federally funded contracts valued at $100,000 or more to certify that no federal appropriated funds have been or will be used to influence federal officials, members of Congress, or congressional staff in connection with obtaining the contract award.

The certification requires the contractor's authorized official to sign and affirm that federal funds will not be used for lobbying purposes and to disclose any non-federal funds spent on lobbying contacts related to the contract. The contractor must also ensure all subcontractors at every tier include identical certification language in their award documents and certify accordingly. Failure to file the required certification or making prohibited expenditures subjects violators to civil penalties ranging from $10,000 to $100,000 for each failure or violation. The submission of this certification is a mandatory prerequisite for contract award and is governed by 31 U.S.C. 1352(c) and applicable provisions of 31 U.S.C. 3801 et seq.
