About this file
This Justification and Approval document authorizes a sole source, firm-fixed-price contract with Motorola to provide Enterprise Land Mobile Radio equipment and engineering services for range control facilities and public address systems at the Marine Corps Live Fire Training Range Complex in support of the Defense Policy Review Initiative at Marine Corps Forces Pacific. The contract value is estimated at $269,315.13 and will utilize FY21 Procurement Marine Corps funds. Motorola is the only provider that can meet the Navy's requirements due to the need to maintain interoperability with the existing, Joint Region Marianas-sponsored Motorola trunked radio network currently used across the area of responsibility.

4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The procedures in FAR subpart 13.5 will be utilized for this procurement in accordance with (IAW) 41 U.S.C. 1901.
5. Rationale Justifying Use of Cited Statutory Authority
ELMR is a non-tactical Joint Region Marianas (JRM) sponsored conformant trunked land mobile radio. To certify training range operations in support of Marine Corps, Marine Corps Order (MCO) P3550.10, Range Control Facility (RCF) requires two forms of communications. Defense Policy Review Initiative (DPRI) Marine Corps Force Pacific (MARFORPAC) has identified ELMR as the primary form of communications in support of MCO P3550.10 for range safety and range control operations.
In addition to ELMR, Public Address Systems also requires ELMR as a wireless backup solution, to deliver intelligible amplified voice commands from supervisory personnel. The Public Address System is a gun firing and weapon training sound system used for supervising outdoor live fire practice.
MARFORPAC has tasked Corona Division to design and expand the ELMR services to P-715 MCLFTRC for the PA and RCF using the existing system architecture and common equipment defined by system owner, Joint Region Marianas (JRM). Currently, JRM and USAF local dispatch agencies are utilizing Motorola brand name to operate. In order to ensure interoperability of communication with mission partners, Corona Division has concluded the only viable option is Motorola equipment.
The Motorola equipment grants the RCF and PA the capabilities to talk with additional Motorola radios across the network, enabling fluid communication during emergency response with all their mission partners. This interfacing capability is not possible with other radio brand solutions due to the Joint Region Marianas currently utilizing a Motorola radio trunking system throughout the area of responsibility (AOR). It would not be cost effective to replace all the other agency systems as this would far exceed the cost of the Corona Division requirement. In addition, a new system would require additional training and additional maintenance sourcing which is not in the best interest of the government at this time.
The estimated total materials and labor costs if an alternate brand is procured is estimated at $2,312,800 for this requirement.
Material Costs
Single location Total Material Total $350,000 5 $1,750,000
Labor Costs Services Hours Labor
Rate Total Cost
Develop new interface specifications 100 $134 $13,400 System Design 500 $134 $67,000 Prepare system documentation including system drawings, user manuals, test and implementation plans
600 $134 $80,400
Installation & replace the existing systems services
2,500 $135 $335,000
System Testing and Installation 5000 $134 $67,000 Total Cost (including Material and Labor) $2,312,800
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
The Request for Information (RFI) was published on the beta.sam.gov website on 2 Sep 2020 and only one response from Motorola expressed an interest in this requirement. No additional market research was conducted because it is not practical, for the reason discussed in paragraph 5 above, for any company other than Motorola to provide the required supplies and services.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated costs to the Government for the supplies/services covered by this J&A will be fair and reasonable. Corona Division will utilize: price analysis; commercial price lists; historical costs; and cost estimating relationships from previous procurements to determine that the final price to the Government is fair and reasonable.

8. Actions to Remove Barriers to Future Competition
Corona Division will continue to perform market research to identify capable sources for future requirements related to this effort and if another potential source emerges, Corona Division will assess whether full and open competition is feasible.
