SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
GENERAL
The contractor is hereby advised that the United States Government and Agencies thereof are exempt from State and Local Government tax by virtue of Article 6 of the United States Constitution. No exemption certificate is required.
1. INTRODUCTION
NSWC Corona has been tasked by Marine Corps Forces Pacific, Defense Policy Review Initiative (MARFORPAC DPRI) to be the technical systems engineering agent to support Military Constructions (MILCONs) and design, install and integrate the required capabilities to meet Marine Corps needs for training ranges complexes. The U.S.
Marine Corps requires multiple training range complexes on Guam and Commonwealth of the Northern Mariana Islands (CNMI) in support of their relocation from Okinawa, Japan. The training complexes are structured to support training progressions of service members from an individual, to unit and combined level training and certification.
2. BACKGROUND
Project P-715 Marine Corps Live Fire Training Range Complex (MCLFTRC) is located on Andersen Air Force Base (AAFB) North West Field (NWF), in the U.S. Territory of Guam. The project provides four (4) live fire training ranges and supporting structures as identified below.
1. Training Ranges
a. 50 firing lane Known Distance Rifle Range (KDRR)
b. 25 firing lane Known Distance Pistol Range (KDPR)
c. 11 firing lane Modified Record Firing Range (MRFR)
d. 25 firing lane Non Standard Small Arms Range (NSSAR)
2. Structures:
a. Entry Control Point Utility Building
b. Entry Control Point Gate House
c. Range Maintenance Building
d. Area Distribution Node Building
e. Communication Tower
f. KDRR Administration Building
g. KDRR Butt House Building
h. KDPR Control Tower Building
i. KDPR Control Tower Building
j. NSSAR Building
k. Surface Radar Site East and West
The Enterprise Land Mobile Radio (ELMR) is a non-tactical Joint Region Marianas (JRM) sponsored conformant trunked land mobile radio. To certify training range operations in support of Marine Corps, MCO P3550.10 requires two forms of communications. DPRI MARFORPAC has identified ELMR as the primary form of communications in support of MCO P3550.10 for range safety and range control operations. MARFORPAC has tasked NSWC
Corona to design and expand the ELMR services to P-715 MCLFTRC using the existing system architecture and common equipment defined by system owner, JRM. NSWC Corona has identified the only viable option to be interoperable with existing ELMR trunked is Motorola equipment In addition to ELMR, Public Address Systems also requires Motorola subscriber units as a wireless solution to deliver intelligible amplified voice commands from supervisory personnel The Public Address System is a gun firing and weapon training sound system used for supervising outdoor live fire practice. NSWC Corona chose Motorola as solution in design because it gives the most flexibility options, allowing us to use either conventional frequency or ELMR Trunked System in event conventional frequency cannot be obtained.
3. REQUIREMENTS
Under this Purchase Description (PD), the NSWC-C is tasking the Execution Agent (Contractor or Contractor Partnership) to deliver a turnkey solution for an Enterprise Land Mobile Radio Subscriber Unit System that will be used as a primary means of communication in Range Control Facility located in P-715 Marine Corps Live Fire Training Range Complex (MCLFTRC). This turnkey solution includes but is not limited to procurement, installation, integration, configurations, and commissioning of the ELMR Subscriber Unit System. In addition to RCF ELMR Subscriber Unit, procure and configure PA ELMR Subscriber Units for Known Distance Riffle Range (KDRR), Known Distance Pistol Range (KDPR), Modified Fire Record Range (MRFR), and Non-Standard Small Arm Range (NSSAR). The Execution Agent will also provide project management services required to properly execute the project.

See section 4 for salient specifications.
4. SALIENT SPECIFICATIONS
The environment for USMC ELMRs is such that most radio purchases must be supported by a brand name to meet customer requirements. It is anticipated that USMC operations, maintenance and associated services will continue to be a brand name requirement to Motorola due to proprietary features/technology that other vendors simply cannot add onto without reducing capability, security, or substantially increasing costs. Currently the ATO/RMF infrastructure is likely to be only compatible with only one vendor source and that result in a significant barrier to competition for USMC LMRs.
