About this file
This document is a Statement of Work (SOW) for the fabrication and installation of an altitude test chamber at the NASA Armstrong Test Facility D-Site building. The chamber is required to support component-level testing of electric hardware for electrified aircraft propulsion concept technology maturation.
The SOW outlines detailed design requirements for the chamber, including dimensions, pressure and temperature ranges, required feed-throughs, environmental instrumentation, door specifications, and construction standards. It also includes conceptual drawings and requests for the vendor to provide a fabrication and delivery schedule, shipping plan, installation approach, and various technical certifications. The related federal contract opportunity is a solicitation (Solicitation Number: 80NSSC872228Q) for the Fabrication of an Electrical Component Altitude Chamber, which is set aside for small businesses. The contract will be awarded by government purchase order, with delivery FOB Destination to the NASA Armstrong Test Facility.

D‐Site Component Altitude Chamber
Statement of Work
1. Introduction This Statement of Work (SOW) covers an altitude test chamber to be fabricated and installed at the NASA Armstrong Test Facility D‐Site building. The altitude chamber is for component level testing of electric hardware that supports electrified aircraft propulsion concept technology maturation.
2. Scope The altitude chamber shall meet the following design requirements:
a. The chamber shall be a six sided enclosed box shape to provide ease of work within the chamber.
b. The chamber shall be a complete system with capability to interface with Edwards
Vacuum Pump: EOS 1700i HMI 380‐460V 3PH
i. The vendor shall provide the supporting leakage rate
c. The chamber shall be designed for safe operation from 101,300 Pa to 7,000 Pa for a duration of 8 hours per day
i. Desired safe operation from atmosphere to near full vacuum
d. The chamber shall be capable of safe operation at temperatures between ‐65°C to 50°C concurrently with the pressure requirements listed in requirement 2. c.
i. Desired capability of safe operation at temperatures between ‐85°C to 85°C
e. The chamber shall be of dimensions that will install under the equipment platform in the attached drawings. The chamber shall fit within an envelope no larger than 3.048
[m] Wide, 3.048 [m] Long, 2.1336 [m] High, and no less than 2.4 [m] wide, 2.5 [m] long,
2.1 [m] high.
i. A larger chamber size is desired within the defined envelope
f. The chamber shall be able to accommodate bulkhead feed throughs for the following
(See conceptual drawing as potential feed throughs):
i. Cooling System Lines
ii. Vacuum Pump with isolation valve
iii. Rotating shaft
1. The vendor shall provide for the purposes of vacuum feedthrough for rotating shafts two flanges, one directly above the other.
2. The two flanges shall be aligned vertically on the vertical centerline of the inner walls of the chamber
a. Desired to have Flange 1 located 52 inches above the floor of the chamber
b. Desired to have Flange 2 located 32 inches above the floor of the chamber
iv. First Dedicated Electrical (Low Voltage)
v. Second Dedicated Electrical (High Voltage)
vi. Depressurization Valve
g. Chamber shall have a structural floor support in the altitude chamber that the electrical component – table support can be mounted on
h. The chamber shall allow for Chamber Environmental Instrumentation
(pressure/temperature/humidity)
i. Desired that vendor provide chamber environmental instrumentation
i. The chamber shall have an access door that is at least 5’ wide by 6’ high with a secure locking
j. The chamber door shall meet the following design requirements or adequately propose alternative electromagnetic interference mitigations:
i. Be placed on a conductive, corrosion resistant, surface on the door aperture around the entire perimeter with no gaps to provide a high frequency electromagnetic seal and gas pressure seal.
ii. The surface of the door that compresses the gasket shall be conductive and resistant to corrosion.
k. The chamber door gasket shall meet one of following design requirements or adequately propose alternative electromagnetic interference mitigations:
i. Laird 8861‐0169‐96 with pressure sensitive adhesive, 1 inch wide x 0.062 inch thick EPDM elastomer EMI gasket impregnated with silver coated aluminum
ii. Chomerics 19‐07‐E431‐6452 with pressure sensitive adhesive, 1 inch wide x
0.062 inch thick EPDM elastomer EMI gasket impregnated with silver coated aluminum
iii. An alternative with identical or superior EMI shielding, temperature performance, durability and pressure performance over the gaskets indicated above.
3. Drawings The following drawings are included for conceptual chamber sizing.
a. Equipment platform that the altitude chamber shall fit under
b. Floor supports to provide approximate equipment platform location
c. Conceptual box design with feedthroughs
4. Construction Specifications and Requirements
a. The welders shall have the following Procedure Qualification Records (PQR) and Welder
Performance Qualifications (WPQ) certifications that meet equivalent ASME or ISO:
