About this file

This document contains the questions and answers (Q&A) for RFQ 80NSSC872228Q, which is a solicitation for the Fabrication of an Electrical Component Altitude Chamber. The key details are:

The chamber shall allow for the installation of environmental instrumentation, such as for measuring pressure, humidity, and temperature, with potential for future expansion. The heating and cooling method is not specified, but the chamber design should not exclude future modifications to enable this. The vendor is not required to supply the vacuum pump, but the chamber must be compatible with the pump defined in the Statement of Work (SOW). The vendor is required to outline the proposed installation approach, including details for NASA personnel to handle the chamber upon delivery. Additionally, the vendor must provide Procedure Qualification Records (PQR), Weld Procedure Specification (WPS), and Welder Performance Qualifications (WPQ) to demonstrate the welders and procedures are qualified per ASME Section IX, even though the vessel will not be code-stamped.

RFQ 80NSSC872228Q Questions & Answers

In section H, on the statement of work document (SOW) it was mentioned that the chamber shall allow environmental instrumentation. Could you provide more information on what you are looking for here. If it’s just feedthroughs for another company’s instrumentation, please clarify what feedthroughs are required.

o Instrumentation shall be provided for basic operation of the chamber through measurements of pressure, humidity, and temperature with the potential for expansion.

What is the desired heating/cooling method, and who is supplying this?

o The desire here is only for the chamber design to not exclude future modifications for an external entity to enable heating and cooling.

Are you looking for us to supply the vacuum pump?

o No, only looking for the chamber to be compatible with the vacuum pump defined in the SOW.

“This plan shall include details sufficient to allow for NASA Personnel to plan how to handle the chamber when it reaches site.” Item 4.f states “Vendor shall outline proposed installation approach, i.e. caster that will still meet height restrictions” This appears to contradict each other. What are the requirements for delivery/installation under this Solicitation and what will NASA personnel be responsible for?

o Here “handle” is meant to be offloading from transportation and moving details. By “Install” placement in final location and interconnection approaches are required.

Can you explain the PQR requirement in more depth.

o The Procedure Qualification Records (PQR), Weld Procedure Specification (WPS) and

Welder Performance Qualifications (WPQ) will show us that the welders and procedures are qualified in accordance with ASME Section IX. Since the vessel is not going to be code stamped we still require all the same documents that qualify a code stamped vessel. Below is the verbiage from NASA STD 8719.17D, see Paragraph 4.4.3.4.4:
