About this file

This document is a presentation agenda from a pre-quote conference for State of New Jersey contract award T3054 regarding Light Rail/Fixed Guideway State Safety Oversight Support Services (solicitation number 26DPP01268). The conference, held on April 27, 2026, was hosted through Microsoft Teams to address procedural questions from potential bidders regarding submission requirements and to facilitate networking among vendors, including small, women-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses interested in responding to the solicitation.

The solicitation seeks a contractor to provide light rail and fixed guideway state safety oversight support services under a four-year base term with two one-year extension options. Bidders must submit mandatory documentation including an Ownership Disclosure Form, Technical Quote, Management Overview, State-Supplied Price Sheet, Subcontractor Utilization Plan (if applicable), Affirmative Action Compliance certification, and Business Registration documentation. Strongly recommended submissions include the Offer and Acceptance Page, various disclosure forms, financial capability documentation, contract management plans, organizational experience, resumes, and evidence of experience with similar contracts. The solicitation emphasized strict compliance with the State-Supplied Price Sheet requirements, prohibiting blank lines, format modifications, or additional language that could render the quote non-responsive. Questions and exceptions to the New Jersey Standard Terms and Conditions were due by 2 p.m. on May 12, 2026, with formal quotes due by 2 p.m. on June 12, 2026, to be submitted exclusively through NJSTART.
