About this file
This document is Bid Amendment #1 issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property Procurement, for Bid Solicitation #26DPP01268 regarding T3054 Light Rail/Fixed Guide State Safety Oversight Support Services. The amendment was issued on May 20, 2026, with a quote submission deadline of June 12, 2026, at 2:00 p.m. Eastern Time. The document provides clarifications and modifications to the original bid solicitation and answers to questions submitted by interested bidders during the bidding process.
The amendment addresses key modifications to Sections 4.5.2.1 and 4.6.7 of the revised bid solicitation, updates the Conflict of Interest Disclosure form, and provides detailed responses to six questions from bidders. Notable clarifications include confirmation that all quotes must be submitted electronically through NJSTART, guidance on Cloud Data Engineer qualifications and responsibilities, and a critical amendment to the Accident Response and Compliance Auditor response time requirement. The one-hour on-site response time originally specified has been amended to within three hours of notification by the SCM (Safety Certification Manager), recognizing the practical constraints of responding across multiple transit systems throughout New Jersey. The document reiterates that bidders are responsible for understanding all amendments and that non-compliance with submission requirements or conflicting proposed terms may result in non-responsive quotes.

| 4.5.2.1 Accident Response & 4.6.7 Compliance Auditor (CA) |
| Please clarify whether the required one (1) hour response time is intended as a strict requirement or a target. Due to the distance between NJDOT headquarters and the various transit systems throughout the State, a one-hour on-site response may not always be practical. Of course we would make every reasonable effort to respond as quickly as possible; however, we recommend that this be considered a target response time rather than an absolute requirement. |
The response time has been amended to within three (3) hours of notification by the SCM.
Please refer to Revised Bid Solicitation Sections 4.5.2.1 and 4.6.7, as they have been modified accordingly.
