About this file
This document is a Bid Amendment for Bid Solicitation #25DPP01180, issued by the New Jersey Department of the Treasury's Division of Purchase and Property, pertaining to Waterway Debris Assessment and Removal Services for Disasters. The amendment extends the quote submission due date from July 10, 2025, to August 5, 2025, at 2:00 p.m. Eastern Time, and documents an optional pre-quote conference held on June 12, 2025, with confirmed attendees including CrowderGulf, AshBritt, Inc., Ceres Environmental Services, and Tetra Tech, Inc. The procurement seeks up to three contractors to establish a four-year contract with potential two-year extensions for statewide waterway debris management during federally, state, county, or municipal declared disasters.
The solicitation requires contractors to demonstrate capability to simultaneously work on at least two engagements across five defined regions, with comprehensive services including debris assessment, removal, transportation, and disposal across waterways and wetlands. Contractors must possess specific credentials like an A-901 License and Certificate of Public Convenience and Necessity, and the bid includes set-aside subcontracting opportunities for New Jersey Small Business Enterprises and Disabled Veterans' Businesses. Pricing will be determined through a weighted consumption/market basket model with unit pricing differentiated by disaster scale and type, and contractors will be allowed to retain revenues from recyclable materials recovered during debris removal. Performance security requirements range up to $25 million depending on disaster scale, with mandatory comprehensive insurance coverage.
