The Government will evaluate an Offerors proposed total amount by performing a price analysis on the total evaluated price. The

Government will perform a price analysis utilizing any one or a combination of the price analysis techniques identified in Federal

Acquisition Regulation (FAR) 15.404-1(b)(2) and (g) to determine proposed prices fair and reasonable.

There is no page limit on the Cost/Price narrative. The Cost/Price Template shall be submitted with all formulas visible in each cell with a value. Proposals submitted that do not adhere to the format or cell requirements may not be further considered for award.

In accordance with FAR 52.217-8, Option to Extend Services, the Government may require continued performance of any services within the limits and at the rates specified in the contract. The FAR 52.217-8 option will be evaluated by adding one-half (1/2) of the Offerors final option period probable cost to the Offerors Total Evaluated Price. Thus, the Offerors Total Evaluated Cost/Price for the purposes of evaluation will encompass the Base Period, Option Period 1, Option Period 2, Option Period 3, Option Period 4 and the equivalent of one half of Option Period 4 (for up to 6 months of additional performance in the event the Government exercise the Option to Extend

Services clause IAW FAR 52.217-8).

Volume II Past Performance, is significantly more important than Volume III Cost/Price.

The Government will only accept one (1) proposal from each Offeror.

The Government intends to evaluate proposals and award a stand-alone contract without asking any questions, clarifications, or having discussions with Offerors. However, the Government reserves the right to ask clarifications, and/or establish a competitive range and conduct discussions, if the Contracting Officer determines that doing so is in the best interest of the Government. Each Offerors initial proposal shall contain the Offerors best terms.

An Offeror shall not assume that the Contracting Officer will independently obtain information necessary to evaluate its proposal.

Therefore, Offerors shall supply all information required to evaluate its proposal. Proposals that have an omission, or that fail to follow the instructions of this RFP, or that are unclear or inconsistent, may result in the Offeror receiving an unacceptable rating in the corresponding Volume or the proposal being found ineligible for award.

Evaluation of VOLUME II Past Performance

1. The past performance evaluation factor assesses the degree of confidence the Government has in an Offerors ability to supply products and services that meet the Governments needs, based on a demonstrated record of performance. The Past Performance Confidence Assessment is an evaluation of the likelihood (or Governments confidence) that the offeror will successfully perform the solicitations requirements; the evaluation is based upon past performance information. The Government will evaluate the Offerors and its proposed significant subcontractor(s) past performance information and make a single overall confidence rating.

2. The Contracting Officer reserves the right to limit its review of past performance information to what he/she determines to be relevant. The Contracting Officer, using sound business judgement, may consider Federal contract past performance to be more relevant than State Agencies, Local Government or Commercial Customer performance assessments.

3. NOTE: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the Offeror shall be determined to have unknown (or neutral) past performance.

Past Performance Relevancy Rating Method________________________________________

Evaluation of VOLUME III Cost/Price

1. The total evaluated cost/price to be used in the award determination will be the total identified in the Offerors xxxxCOST-

PRICExxxx.xlsx file, which includes the base and all options, plus the Option to Extend Services IAW FAR 52.217-8, subject to a most probable cost adjustment. The FAR 52.217-8 option will be evaluated by adding one-half (1/2) of the Offerors final option period probable cost to the Offerors Total Evaluated Price. Thus, the Offerors Total Evaluated Cost/Price for purposes of evaluation will encompass the Base Period, Option Period 1, Option Period 2, Option Period 3, Option Period 4 and the equivalent of one half of Option

Period 4 (for up to 6 months of additional performance in the event the Government exercises the Option to Extend Services clause IAW

FAR 52.217-8).

2. FFP CLINs will be evaluated utilizing price analysis in accordance with FAR 15.404-1(b) and (g).

3. Offerors pricing will be compared to other Offerors proposing on this solicitation, historical cost for similar tasks and to the

Internal Government Cost Evaluation to determine that the proposed prices are fair and reasonable or unbalanced pricing between contract line numbers (CLINs) is not occurring in evaluating reasonableness. Indications of potential underbidding or unbalanced pricing will be reflected in the pricing evaluation. An offeror may be rejected and ineligible for award if it is determined that the lack of balance poses an unacceptable risk to the Government, in accordance with the instructions provided in the solicitation.

4. NOTE: The Government may use external sources of information in performing any cost evaluation to include, but not limited to, Bureau of Labor Statistics, Department of Labor, Department of State, DCAA, or DCMA. This DOES NOT relieve the Offeror from the requirement to submit supporting documentation for its rates proposed.

IMPORTANT NOTES:

1. For proposal and evaluation purposes only, estimated award timeframe is February 2023. The actual award date may vary.

2. The Government reserves the right to cancel this requirement at any time.
