Bridge Painting, New Castle County, FY27 - Contract T202607701
This is a construction plans document for the Delaware Department of Transportation (DelDOT) regarding bridge painting services in New Castle County. The project encompasses cleaning and painting structural steel and concrete on nine bridges, including BR 1-001 (Rising Sun Lane over Brandywine Creek), BR 1-027P (Pedestrian Bridge over US 13/40), BR 1-155 (Old Capitol Trail over Red Clay Creek), BR 1-229A (SR2/Capitol Trail over Middle Run), BR 1-279E and BR 1-279W (Christiana Bypass over Christina River), BR 1-640 (Kirkwood Highway over Centerville Road), BR 1-701 (Otts Chapel Road over I-95), and BR 1-740 (Ramp 6107 over I-295). The estimated quantities total 131,646 square feet of steel and 39,876 square feet of concrete requiring coating. The project is identified as Federal Aid Number ESTP-2026(02) and was approved for advertisement on April 23, 2026. The contract includes specific requirements for steel surface preparation, painting specifications, concrete sealing, maintenance of traffic, environmental compliance, and staging operations across all bridge locations.
The project specifications mandate strict adherence to Delaware Department of Transportation Standard Specifications dated January 2026 and Standard Construction Details dated 2026. Steel painting colors are specified as either cyan blue (#25183) or forest green (#24172) depending on the bridge location, with all work subject to multiple quality assurance hold points during execution. Concrete sealing utilizes either epoxy or silicone-based acrylic sealers in insignia white (#37925). Traffic control requirements vary by bridge, including full detours for BR 1-001 (45-day maximum) and BR 1-155 (30-day maximum), rapid deployment procedures with lane closures for bridges over high-traffic highways, and maintained pedestrian access for BR 1-027P. No more than three bridges may be in containment simultaneously, with contractors required to provide estimated time durations for completion at each location. Environmental compliance includes migratory bird and bat surveys if work occurs during specified breeding seasons, tree trimming restrictions from April 1 to July 31, and air monitoring for hazardous coating removal. Road User Cost penalties apply for failure to meet completion timelines.

The caulk material to be used shall be compatible with the proposed paint system and submitted for approval. Caulk shall be applied to mid-coat immediately prior to topcoat application and shall be fully cured prior to the application of topcoat. The Department will not allow caulk to be painted over prior to 48 hours cure time.
