Document Summary
This is Bid Amendment #7 to Bid Solicitation #24DPP01015 issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property on April 22, 2025. The amendment addresses a reprocurement of Armed and Unarmed Security Guard Services for various New Jersey state agencies located in Northern, Central, and Southern regions of the state. The solicitation has been revised multiple times, with the most recent quote submission deadline extended to Tuesday, May 6, 2025 at 2:00 p.m. Eastern Time. The document includes answers to 112 bidder questions and clarifications regarding solicitation requirements, evaluation criteria, and contractual obligations.
The contract covers statewide security guard services with firm-fixed, all-inclusive hourly pricing required for all lines across all counties, with no geographic bid limitations permitted. The State intends to award one contract to a single bidder covering all 148 price lines. Key service requirements include armed and unarmed security personnel, supervising security guards, and senior coordinators, with prevailing wage compliance mandated for all state-owned buildings and certain leased properties exceeding 55% occupancy and 20,000 square feet. Contractors must ensure full Security Officer Registration Act (SORA) compliance, provide training plans and standard operating procedures, supply uniforms and equipment including two-way radios and vehicles as required by agency designated representatives, and maintain insurance including $2 million automobile liability coverage. Specific requirements apply to Department of Military and Veterans Affairs (DMAVA) locations in Mercer and Monmouth counties, including Army Regulation 190-56 Physical Ability Tests. The incumbent contract's total spend over the past three fiscal years was $89.8 million. The State does not require retention of current security personnel, will not provide incumbent employee rosters or seniority lists, and reserves the right to modify contractor-proposed standard operating procedures to comply with state law and policy.
