About this file

This document is a Single Source Procurement Request from the City of Winter Park for a utility-grade infrared monitoring system from Systems With Intelligence. The procurement seeks to acquire an infrared camera system with specific requirements for real-time thermal monitoring and SCADA integration. The request is dated September 11, 2025, with an estimated fiscal year spending of $140,000 for the system. The city will allow fifteen (15) business days for potential alternative vendors to submit product information, qualifications, and capabilities under Florida Statute 287.057.

The procurement is specifically targeting Systems With Intelligence as the sole manufacturer and supplier, with no identified third-party vendors offering equivalent products. The city has determined that this vendor's infrared camera system is the only solution meeting their operational requirements, including system durability, advanced analytics, and compatibility with existing infrastructure. The procurement acknowledges that this purchase will obligate the city to this particular vendor for future maintenance and potential additional purchases. The department head has certified that market research was conducted and no alternative solutions were found that met the city's operational needs without requiring additional customization or third-party add-ons.

2. Notice

It is the policy of the City of Winter Park to consistently purchase goods and services by full and open competition. The taxpayers of Winter Park are best served when we make sound business decisions based on competitive bids or proposals. Early acquisition planning, including the Procurement Division, can help to avoid delays and facilitate effective market research. However, there may be instances in which a method other than full and open competition can be justified. If a user department determines that a method alternative to full and open competition is necessary or in the best interest of the

City of Winter Park, appropriate justification for that course of action must be submitted to the Procurement Division for approval in order to waive the competitive procurement process.

It is the responsibility of any prospective Respondent to notify the Procurement Division in writing of any requirement or condition that may unduly restrict competition or appear to favor a single vendor or manufacturer. Such notification must be submitted no later than five (5) business days prior to the proposal due date and time.
