About this file

This is an addendum to a Request for Qualifications (RFQ) issued by Wake Technical Community College for design consulting services related to Project 3051 Southern Wake Campus Renovations, Building SL. The addendum clarifies submission requirements for the Statement of Qualifications (SOQ), which is due September 11, 2026 at 2:00 p.m. The project scope encompasses architectural and engineering design services for a 105,669-square-foot, three-story building that will house student services, advising, classrooms, culinary training, and food services, with renovations to other campus buildings included as funding allows. Design services will include programming, schematic design, design development, construction documents, and construction administration. The project employs a Construction Manager at Risk delivery system with an estimated construction budget of $39.5 million. Prospective firms must submit five hard copies and one electronic copy on USB drive to Kathy G. Monteiro, Director of Design & Construction, Building S, Suite 200, Southern Wake Campus. Campus facility visits must be coordinated in advance with Codie Pigott at crpigott@waketech.edu for safety and security purposes. The design phase is estimated at ten to twelve months, with construction expected to span fourteen to eighteen months.

The addendum specifically addresses form submission requirements, clarifying that only Standard Form 330 (SF 330) is required as an appendix to the 15-page Statement of Qualifications, with SF 254 forms not required. The SF 330 does not count toward the stated page limit and should contain only the required information without duplication of SOQ content. The project is funded through Wake County Bonds, and pricing and fee information will not be requested or used in the evaluation process. Evaluation criteria emphasize specialized expertise relevant to the project type, past performance on similar projects, adequate multidisciplinary team composition, proposed design approach, construction administration capabilities, and proximity to the project location. Wake Technical Community College encourages Small Business Enterprise (SBE) participation and requires proposing firms to describe their approach to supporting SBE firms during construction. Selected design firms may be required to participate in interviews within 30 days of the RFQ closing date, with final approval granted by Wake Technical Community College's Board of Trustees.

Southern Wake Campus Renovations – Building SL Addendum 3 8/26/2026

1. Please confirm whether submission of the Standard Form 330 (SF 330) is required as part of the SOQ. If the SF 330 is required, is it excluded from the stated page limit? If submission is optional, please clarify whether including or excluding the SF 330 will impact the evaluation or scoring process.

a. The advertisement refers to 254/330. We only require form 330 as an appendix to your statement of qualifications. Please see section 2 under “Statement of Qualifications Formatting Requirements.” The information found in SF330 does not replace the required information for this SOQ.

2. The link to the SF 330 form provided on the final page of the SOQ appears to be inactive and returns a "Page Not Found" error. Could you please provide the correct link?

a. The hyperlink will only take you to the forms.

3. Can you clarify the anticipated scope and complexity of the food service and culinary training components included in this project?

a. Unfortunately, no there is no additional information available.

4. We are writing a response to your RFQ and were curious if WTCC has a campus concessionaire who you partner with regularly.

a. Wake Tech’s Business Services Operations is responsible for a campus concessionaire. We do not know if this will change.

5. This is currently an RFQ for design firms only. All other vendors will be contacted once we arrive at that point in the project.

6. In reviewing the responses in the addendums posted, please confirm that Wake Tech is requesting either SF254 form OR SF330 Part II only from prime and sub-consultant firms.

Information required in the SF254 form most aligns with SF330 Part II - General Qualifications. Including form SF330 Part I - Contract-Specific Qualifications would duplicate information already provided in the 15-page Statement of Qualifications (SOQ) and require significant (~30+) additional printed pages.

Please confirm that SF330 Part I is NOT required for this submission. Design Firms may choose to include either the SF254 form or SF330 Part II form for prime and sub-consultant firms.

a. Please only provide SF330. SF 330 is to be an appendix to the 15-page required statement of qualifications. SF254 is not required.

***If you are planning to visit the campus to view the current facilities, please contact Codie Pigott crpigott@waketech.edu to coordinate with the proper personnel for safety and security reasons. ***
