About this file
This is an addendum to a Request for Qualifications (RFQ) issued by Wake Technical Community College for design consulting services related to Project 3051 Southern Wake Campus Renovations, Building SL. The addendum addresses 16 clarifying questions submitted by interested design firms and provides essential project information. No advanced planning or programming studies have been completed for the project, and there is no formal pre-RFQ meeting scheduled; however, interested parties may tour the building independently. The project prioritizes structural, mechanical, electrical, and interior renovations, with exterior work scope to be determined based on program expansion. Statements of Qualifications are due September 11, 2026 at 2:00 p.m., and submissions must be bound, follow specified formatting requirements found in Section 2 of the RFQ, and include SF Form 330 as an appendix without page limits specified in this addendum. The anticipated project timeline includes three months for designer selection, ten to twelve months for design development, and fourteen to eighteen months for construction, with an anticipated occupancy target of Fall 2028 or Spring 2028, pending completion of design development. Building drawings will be provided only to shortlisted firms, and facility assessments or repair studies will be shared at the shortlist phase if available.
The project scope encompasses a multidisciplinary design team including architecture, civil/site engineering, landscape services, mechanical/electrical/plumbing/fire protection, structural engineering, IT/AV, security systems, acoustical services, and miscellaneous consultants such as cost estimators, which will be procured as part of the primary design team rather than retained separately by the university. The construction budget is estimated at $39.5 million, funded through Wake County Bonds. The project employs a Construction Manager at Risk delivery system and must meet Green Globes (one globe) minimum standards. Evaluation of design firm qualifications will be based on specialized expertise, past performance, team composition and staffing, current workload, proposed design approach, cost and schedule management experience, construction administration capabilities, local familiarity, and project completion history, with pricing and fees explicitly excluded from evaluation criteria. Selected firms may be required to participate in interviews within 30 days of the RFQ closing date, and final award recommendations will be presented to Wake Technical Community College's Board of Trustees for approval.

Southern Wake Campus Renovations – Building SL Addendum 1 8/14/2026
1. Please let us know if any advanced planning has been completed for the project. If it has, please let us know if the name of the design consultant can be shared with us and if any of the advanced planning information can be provided for reference.
a. No, there is no advanced planning completed for this project.
2. We also see that there is no pre-RFQ meeting. Will there be an opportunity for interested parties to visit the building or discuss the project with Owner team representatives?
a. There is no pre-RFQ meeting. If you wish to tour the building and campus proper on your own, you are free to do so.
3. We reviewed the recent RFQ posted for Design services for Southern Wake Campus Building SL Renovation #Bid #130-WTCC9227C and have a quick question. If known, what is the anticipated schedule for bidding and construction of this project?
a. Please read section 1, item 5B on our tentative schedule for the project.
4. Has a prior programming study or similar document been completed for this building? If so, who prepared it, and can it be shared?
a. No, there is no prior programming study.
5. Additionally, could you provide a bit more clarification regarding the project scope? Specifically, we were wondering to what extent the anticipated scope of services includes interior renovations, exterior renovations, or both.
a. In order of priority; structural, mechanical, electrical, and interiors. The scope of exterior renovations would be based on program increase.
6. Is there any additional information available for the RFQ beyond what was included in the advertisement attached?
a. Unfortunately, no there is no additional information available.
7. Is there a page limit for the RFQ submission?
a. Yes, please see section 2, under “Statement of Qualifications Formatting Requirements.”
8. Are submissions required to be double-sided, or are single-sided pages acceptable?
a. Please see section 2 under “Statement of Qualifications Formatting Requirements.”
9. Should the RFQ be stapled, or is a bound submission preferred?
a. Bound submission is preferred.
10. The RFQ references both the Form 254 and Form 330 is required. Can you please confirm whether both forms are required, or if only one should be submitted? If one, which one?
a. The advertisement refers to 254/330. We only require form 330 as an appendix to your statement of qualifications. Please see section 2 under “Statement of Qualifications Formatting Requirements.” The information found in SF330 does not replace the required information for this SOQ.
11. Would you happen to have any drawings available for this building?
a. Yes, however, this is a qualifications request as a first step. Once we have short-listed firms. Floorplans can be provided.
12. Was there a facility assessment, program study, and/ or previous cost estimate of the needed repairs and scope of renovations that was completed? If so, are those available to be shared?
a. No, we do not have a facility assessment. If there is information from the time of our shortlist, we will provide any repair study available.
13. Is there an established or desired opening date for the occupancy of this building yet? The demonstrated schedule durations don’t easily lend themselves to a semester opening date but appears that Fall of 2028 is the latest desired date, with Spring of 2028 being possible?
a. We have not determined a start date. Once we have completed our design development phase, we will have a better understanding of the timeline of construction and semester start date.
14. I don’t see any description for civil engineering and landscape architecture scope of work for the project in the main description, but see the consultants are to be listed in the submission. Are you able to expound upon the possible work on the exterior of the building, excluding the envelope?
a. Please see section 4 page 1.
15. Would you be the right person to speak with, or is there someone else on the design and construction team I should contact?
a. This is a qualification-based request for designers. Once a design team is selected, they will begin programming, design, and construction drawings for the bidding process.
16. You do not specifically mention independent 3rd-party cost consultants—so I wanted to reach out and ask: do you usually procure this service as part of the primary team, or does the university employ a consultant directly to keep everything on budget?
a. Please see section 4 page 1. An estimator would be considered a miscellaneous consultant.
