About this file

This is a subgrant opportunity form issued by the Nevada Department of Wildlife (NDOW) in partnership with Naval Air Station Fallon (NASF) for the Fallon Range Training Complex (FRTC) Modernization Range Sustainment Support project. The subgrantee will provide scientific and technical support for vegetation monitoring, inventory, analysis, spatial modeling, and natural resource management activities across approximately 1 million acres at NASF FRTC. Key deliverables include conducting field sampling and inventory of vegetation and fuels, developing spatial models of invasive plants using field data and satellite imagery, translating spatial models into vegetation and fuel treatment options, assisting with treatment implementation, evaluating treatment outcomes, and updating the NASF FRTC Wildfire Management Plan. The project emphasizes work supporting greater sage-grouse habitat conservation, wildland fire management, and invasive grass control. Proposals are due by Monday, July 27, 2026, with submission directed to Alexa Lyons at alexa.lyons@ndow.org. The subgrantee will be responsible for furnishing all labor, equipment, expertise, data, and supplies necessary to perform the work.

Federal grant funding of $615,000 is available for distribution under this subgrant opportunity. Eligible subgrantees must demonstrate specific experience with rapid field monitoring of vegetation and fuels, spatial modeling of plant invasion and wildfire risk, program management and crew coordination, work on federally managed military lands, and prior project experience on NASF or similar remote Nevada locations. Applicants must have an active Unique Entity Identifier (UEI) or obtain one, be registered in the System for Award Management (SAM.gov) in good standing, and provide a current Single Audit Report if applicable. The maximum budget cannot exceed $615,000 including fringe benefits, indirect costs, stipends, travel, and publication charges. A minimum non-federal match contribution of $0.00 is required. Successful subgrantees must submit interim and final performance reports and interim and final financial reports consistent with Federal Grant reporting requirements. The subgrant monitors are Delaney Friel (Fiscal Services) and Alexa Lyons (Program Staff) at the NDOW offices in Reno, Nevada.

Grant Opportunity – NASF FRTC Modernization Range Sustainment Support for Greater Sage-Grouse, Wildland Fire and Invasive Grasses

The Nevada Department of Wildlife (NDOW) has received Federal Grant funding to support the monitoring, analysis, and management guidance of invasive exotic-plants, associated vegetation changes, and their impacts on wildfire fuels and risk across the Fallon Range Training Complex (FRTC) at Naval Air Station Fallon (NASF). This work will support the implementation of the NASF Wildland Fire Management Plan and promote long-term range sustainability in accordance with the Sykes Act and National Defense Authorization Act. The resulting science-based information will guide adaptive management, reduce wildfire risk, improve ecosystem resilience, and conserve greater sage-grouse habitat and other sensitive wildlife resources. These efforts directly advance NDOW’s mission to protect, conserve, manage, and restore wildlife habitats throughout Nevada.

Funding available for distribution: $615,000.00.

Proposals are due no later than Monday July 27th, 2026. Grant proposals and any questions should be submitted to the Nevada Department of Wildlife, Wildlife Staff Specialist, Alexa Lyons at alexa.lyons@ndow.org.

Grant Application Instructions Please find a Scope of Work below detailing the deliverables for NASF FRTC Modernization Range Sustainment Support for Greater Sage-Grouse, Wildland Fire and Invasive Grasses.

Grant Eligibility (must meet all of the following criteria)

· Specific experience with rapid “snapshot” field monitoring of vegetation and fuels condition, spatial modeling of plant invasion and wildfire risk threats, and guidance and implementation of management of the threats across large range landscapes.

· Specific experience 1) managing programs, field crews, data, analysis including invasion and wildfire risks, 2) working management and stakeholder teams evaluate and manage landscape risks, and 3) reporting related to the monitoring, assessment, and implementation activities.

· Specific experience working on federally managed military lands and with their stewards and stakeholders, including the across the newly expanded NASF FRTC.

· Subgrantee must have an active UEI number, or ability to obtain one.

· Subgrantee must be registered in the System for Award Management, at www.sam.gov, and be in good standing, OR can obtain registration and good standing.

· Subgrantee must provide a current Single Audit Report if they have expended the threshold amount or more in federal awards during the fiscal year.

· Subgrantee must have ability to contribute a minimum of $0.00 in non-federal match towards awarded federal grant funds.

The proposal must include:

· Brief description of past project work related to managing programs, crews, range data collection, invasion and fire-risk analysis and reporting on Naval Air Station Fallon (NASF) and similar remote areas within Nevada.

· Identification of the project manager and supporting staff (if applicable) along with a brief description of qualifications.

· Description of how the scope of work will be performed.

· An estimated budget for proposed activities (Not to exceed a maximum of $615,000 including fringe benefits, indirect costs, stipends, travel, publication charges, and other budget items).

· Subgrantee must provide a current Indirect Cost Negotiation Agreement approved by the United States Department of the Interior if indirect costs are being charged in the proposal.

· Description of ability to contribute a minimum of $0.00 in non-federal match towards awarded federal grant funds.

Scope of Work NDOW is seeking a qualified subgrantee to provide scientific and technical support for vegetation monitoring, inventory, analysis, spatial modeling and related natural resource management activities within NASF FRTC.

1. Objectives:

The objectives of this effort are the following:

· Conduct field sampling and inventory of vegetation, fuels, and their biophysical covariates

· Develop interpolative and predictive spatial models of invasive plants and other vegetation using field data, gridded/digital biophysical data, and existing or advance-tasked high-resolution satellite imagery

· Translate the spatial-model maps into pre- or post-fire vegetation and fuel treatment options

· Assist with and sometimes lead implementation of the treatments

· Evaluate treatment outcomes

· Using latest data analysis, review, revise and update the NASF FRTC Wildfire Management Plan

· Act as conduit between the USGS and existing monitoring and evaluation approaches being implemented by NASF or other contractors to ensure they are complementary

2. Location and Description:

Project work will occur on NASF FRTC, NV (~1M acres) to include areas of sensitive habitat for greater sage-grouse.

3. Contractor furnished property and services:

The subgrantee shall furnish all labor, equipment, expertise, data, and supplies necessary to perform all work as set forth in the Scope of Work.

4. Government furnished property and services:

No government furnished property is being provided by NDOW.

5. Selection Process:

The winning proposal will be selected through the NDOW scoring process, outlined in the NDOW Subgrant Manual at https://www.ndow.org/wp-content/uploads/2021/12/NDOW-GRANTS-MANUAL-4.17.17.pdf.
