About this file

This is a Subcontractor Utilization Plan form (Form C) for the City of St. Petersburg's RFP-26-160 Convention Center Feasibility Study procurement. The document establishes a framework for proposers to demonstrate their commitment to engaging small, veteran, minority, and women-owned business enterprises (SBEs, VBEs, MBEs, and WBEs) located in the Tampa Bay Region. Proposers are required to describe their outreach efforts, barriers reduction strategies, mentorship programs, and process improvements designed to increase participation of these underrepresented business categories. The form requests that proposers complete a utilization plan table identifying anticipated percentages of contract amounts and specific subcontractors for each enterprise category, with proposals due electronically through the OpenGov Procurement portal by April 30, 2026, at 3:00 p.m.

Participation in the Small/Veteran/Minority/Women Business Enterprise program is entirely voluntary with no minimum participation levels mandated as a condition of contract award. The City of St. Petersburg encourages but does not require proposers to engage diverse business participation. Proposals will not be deemed non-responsive based on a zero participation amount in any business enterprise category. The utilization plan carries significant weight in the evaluation process, accounting for 15 of the 100 total scoring points, and preference is extended to certified SBEs and MWBEs. Proposers must document their past performance in utilizing these businesses on projects completed within the past five years and demonstrate attendance at City Supplier Development events, though specific funding amounts or contract values are not addressed in this form.

The small/veteran/minority/women business goals set forth herein are voluntary.
