About this file

This is a Subcontractor Utilization Plan form (Form C) issued by the City of St. Petersburg for the Convention Center Feasibility Study procurement (RFP-26-160). The form requires proposers to demonstrate their intent to engage small business enterprises (SBEs), women-owned business enterprises (WBEs), veteran-owned businesses, and minority-owned business enterprises (MBEs) located in the Tampa Bay Region. Proposers must document anticipated percentages of contract amounts allocated to each business category and identify specific anticipated subcontractors in their response. The proposal submission deadline is April 30, 2026, at 3:00 p.m. through the OpenGov Procurement portal, with questions due by April 2, 2026. The contract term commences upon execution and continues until completion of the feasibility study and final acceptance by the City, with no renewal options specified.

Participation in the small, veteran, minority, and women-owned business categories is entirely voluntary with no minimum participation level required as a condition for contract award. Proposers will not be deemed non-responsive if their Subcontractor Utilization Plan reflects zero participation from these business categories. However, the City encourages proactive engagement with diverse business enterprises and will award scoring consideration under the Business Enterprise Program Outreach and Utilization criterion (15 points of the total 100-point evaluation). Proposers must describe outreach efforts, education, mentorship, and process changes designed to reduce barriers to participation. Preference is given to certified SBEs and MWBEs, with evaluation credit for demonstrated commitment to inclusive subcontracting and utilization of Tampa Bay Region-based businesses on projects within the past five years.
