About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg's Convention Center Feasibility Study project in Florida. The form requires proposers to demonstrate their intent to engage minority, women, veteran, and small business enterprises located in the Tampa Bay Region. Proposers must detail their efforts in reducing barriers to participation by these business categories through outreach, education, mentorship, and process improvements designed to increase small, veteran, minority, and women-owned business participation in the project. The plan requires proposers to identify anticipated subcontractors and specify the percentage of contract amount allocated to each business category: Small Business Enterprise (SBE), Women Business Enterprise (WBE), Veteran Owned Business, and Minority Business Enterprise (MBE).
Participation in small, veteran, minority, and women-owned business enterprises is voluntary, and proposers will not be deemed non-responsive for submitting a plan with zero participation in these categories. However, the City encourages proactive engagement with small, veteran, minority, and women business enterprises. No minimum participation level from these business categories is mandated as a condition for contract award. Proposers must list all anticipated subcontractors in the applicable boxes corresponding to their respective business classification and projected percentage of the total contract amount.
