HOTEL ACCOMODATION AND TRANSPORTATION
FOR INL NORTH MACEDONIA STUDY VISIT TO
SEATTLE, WASHINGTON STATE
April 13-20, 2024
SECTION 1
GENERAL INFORMATION
INFORMATION TO CONTRACTORS
Contractors are reminded that information furnished under this Request for Quote (RFQ) may be subject to disclosure under the Freedom of Information Act (FOIA). Therefore, all items that are confidential to business or that contain trade secrets or proprietary or personnel information must be clearly marked. Marking of items will not necessarily preclude disclosure when Department of State (DoS) determines disclosure is warranted by FOIA. However, if such items are not marked, all information contained within the submitted documents will be deemed releasable.
QUESTIONS CONCERNING THE REQUEST FOR PROPOSAL
Offerors are warned against contacting any INL personnel other than the Contracting Officer and Contract Specialist prior to award of the Contract resulting from this RFQ. If such a contact occurs and found to be prejudicial to competing vendors, the vendor making such a contact may be excluded from award consideration. Answers to inquiries/questions, if given, shall be provided in writing to all vendors being solicited.
No information concerning this RFQ shall be provided in response to telephone calls. All such requests shall be submitted in email. Written questions relating to this RFQ shall be accepted through 12:00 P.M. (local Washington D.C. time) March 25, 2024 (date). Any communications in reference to this RFQ shall cite the reference section title and page number, and directed to the following individual:

MULTIPLE PROPOSALS/ALTERNATIVE SOLUTIONS
Contractors shall not submit, nor will the Government accept or evaluate, multiple quotes offering alternative solutions. Contractors shall not submit, nor will the Government accept or evaluate, multiple solutions within one quote.
CONTRACTOR RELATIONSHIPS
DoS encourage the use of small business subcontractors. In addition, the Department requires that any potential Organizational Conflict of Interest be identified in the proposal to ensure proper firewalls are established prior to award.
PERIOD OF ACCEPTANCE OF OFFERS
Contractors shall agree, if the quote is accepted within thirty (30) calendar days (unless a greater period is inserted by the contractor) from the date specified in the solicitation for receipt of quotes, to furnish any or all of the requirements upon which prices are proposed at the price set opposite each item, performed and/or delivered at the designated point(s) within the time specified.
UNAUTHORIZED DISCLOSURE
The Contractor and its employees shall exercise the utmost discretion concerning all matters relating to their duties and functions. They shall not communicate to any person any information known to them by reason of their performance of services under this contract, which has not been made public, except in the necessary performance of their duties or upon written authorization of the Contracting Officer.
All documents and records (including photographs) generated during the performance of work under this contract shall be for the sole use and become the exclusive property of the U.S Government. Furthermore, no article, book, pamphlet, email, recording, broadcast, speech television appearance, film or photograph concerning any aspect of work performed under this contract shall be published or disseminated through any media without the prior written authorization of the Contracting Officer. These obligations do non cease upon the expiration or termination of this contract. The Contractor shall include the substance of this provision in all contracts of employment and in all subcontracts hereunder.

SECTION 2
STATEMENT OF WORK
REQUEST FOR HOTEL ACCOMODATION AND TRANSPORTATION SERVICES FOR INL SPONSORED
STUDY VISIT TO SEATTLE, WASHINGTON STATE
PART I: GENERAL INFORMATION
A. Background
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the U.S. Department of State
(DOS). INL is mandated to furnish assistance to countries and international organizations in stabilizing post–conflict societies and strengthening democracies through the institutional development of criminal justice systems. INL’s authorities are found in Chapter 8, Part I of the
Foreign Assistance Act of 1961, as amended.
In furtherance of its mandates, INL is working with North Macedonia officials and civil society on rule of law reform. In September 2018, with U.S. Embassy Skopje’s support, Europe’s first
Judiciary-Media Council (JMC) was established in North Macedonia under the auspices of the
Macedonian Judges Association. The Judiciary-Media Council is based on a U.S. model from the
Massachusetts Supreme Court Judiciary Media Committee. The JMC formalizes cooperation between judges and journalists, with the status of an advisory body for the promotion of cooperation and dialogue between judges and journalists on issues of common interest, as well as the strengthening and affirmation of judicial transparency and public access to justice. The
JMC is composed of reporters and judges who build bridges, trust, respect, and cooperation between these two professions aimed at timely and accurate information for citizens about cases of public interest and general procedures. In August 2022, INL awarded a three-year grant to build the capacity and sustainability of North Macedonia’s JMC. This study visit is part of INL North Macedonia’s efforts for the JMC to learn best U.S. practices to create a transparent judiciary and increase professional reporting, bolstering the public’s awareness, understanding, and trust of the judiciary. This project will also contribute to the U.S. government’s fight against corruption, by demonstrating the advantages of transparent and accountable governance to counter corruption and hold the justice sector accountable.
B. Introduction
The U.S. Department of State, Bureau of International Narcotics and Law Enforcement, U.S.
Embassy in Skopje (INL Skopje) requires hotel accommodation and services for the Government of North Macedonia officials – members of the Judicial Media Council, one interpreter, and U.S.
government staff attending a study visit to Seattle, Washington State, April 13-20, 2024.
C. Scope
Subtask 1: Accommodation services
1. The contractor will secure 6 single rooms, each room for 7 nights. Check–in date is April 13, 2024, and check-out date is April 20, 2024, in Seattle, Washington State.
The preferred hotel for this portion of the statement of work is an approved GSA hotel in downtown Seattle, within GSA approved per diem rate for Seattle, with complimentary breakfast included. INL will cover only lodging (with lodging tax) and complimentary breakfast, if offered by the hotel. INL will not cover personal expenses:
pay per view TV channels, dry cleaning, room service, food and drinks other than complimentary breakfast, etc.
Hotel location preferably to be at a location between/near King County Courthouse, Seattle Municipal Court, federal courthouse, Seattle Times newspaper, so that the group can walk to and from the mentioned locations instead of using transportation.
2. The contractor will reserve without payment/deposit 2 single rooms, each room for 7 nights. Check–in date is April 13, 2024, and check-out date is April 20, 2024, in Seattle, Washington State. The two guests are U.S. Government employees, and they will provide their credit cards to the hotel once hotel is selected/confirmed.
The preferred hotel for this portion of the statement of work is an approved GSA hotel in downtown Seattle, within GSA approved per diem rate for Seattle, with complimentary breakfast included.
Subtask 2: Ground transportation services
1. The contractor will secure a vehicle that can fit 8 people with 3 pieces of luggage (one hand luggage, and 2 suitcases of 23 kg each (baggage included only on the first and last day of the itinerary, when travelers are landing in Seattle and departing Seattle).
Itinerary of ground transportation is as below:
April 13 (Saturday): Seattle Airport to a hotel in Seattle
April 15 (Monday): Hotel in Seattle to various locations within Seattle and back to the hotel
April 16 (Tuesday): Hotel in Seattle to various locations within Seattle and back to the hotel
April 17 (Wednesday): Hotel in Seattle to various locations within Seattle and back to the hotel.
April 18 (Thursday): Hotel in Seattle to various locations within Seattle and back to the hotel
April 19 (Friday):Hotel in Seattle to various locations within Seattle and back to the hotel
April 20 (Saturday): Hotel in Seattle to Seattle Airport
Location/s within Seattle include: State Court Administrator’s Office, United States
District Court – Western District of Washington, Seattle Times newspaper, King County
Superior Court, Seattle Municipal Court, University of Washington.
The contractor must provide a vehicle and driver/s, with the appropriate licenses and liability insurance. The contractor must provide point of contact (name and cell phone number) to reach out to should changes in transportation schedule occur so that timely adjustment is made.
Contractor should include accommodation and food charges for driver/drivers in
Contract Line Item 004.

AWARD TYPE: The Government intends to award a firm–fixed–price Purchase Order for the requirements identified in this RFQ. The price shall include all direct and indirect costs, profit, shipping/delivery charges, export requirements, insurance, etc. The price will not be subject to adjustment after award.
